New pole replacing BO pole PLI 364 at 2" d and Bell: 1) March 30, 2021: Procedure for payment from PUD to be discussed prior to issuance of permit. Ans: Beth Haskins has confirmed that the Accounts payable have paid to pay the City of Edmonds the $7,000 for the ADA Ramp. December 17, 2020: Removal and relocation of pole PLI 364 will require the installation of an ADA compliant ramp. Given the location of this ramp, the City will be requiring a specific bulb design for the new ADA ramp. The City will not be requiring PUD to install this ramp but will instead allow PUD to make payment to the City for a standard ADA ramp in the amount of $7,000. The City will only require PUD to remove the BO pole and to temporarily restore the ramp with asphalt until the City can install the specific ADA ramp at a later date. 2) March 30, 2021: The new pole location has been approved per clear zone requirements and per City's future bulb out design. Ans: Thank you. December 17, 2020: The proposed new pole location does not meet clear zone requirements. Please verify that the property line is at the back of sidewalk. April 16, 2021: The boring plan from Sunset across Main St was submitted with Resub 2 for ENG2020-0460 and -0461 for Phase 1 and 2 of the underground project. a) The "Other Utility Location" plan shows the boring as a perpendicular crossing across Main St — this would be approved. The other plan sheet in this packet, however, shows the boring across Main St at an angle — this will not be approved. Please revise all plan sheets with parallel and perpendicular borings only. Ans: We already addressed that crossing being not so perpendicular on the phone when Jeff and I were at Main St. and you were on the other line. There is a Water meter that Jeff pointed out on that corner which will make a 90 degree crossing difficult. Maybe you just forgot that conversation already but Jeff agreed that the crossing is not a perfect 90 degree angle but close and it will miss the water meter. b) Two lines are shown on the "Other Utility Location" plan — the new boring in blue, and an existing power conduit in red. What is the proposed separation between the two? There are other utility companies proposing future work in the sidewalk in this location and it would preferred if these two conduits were as close as possible to leave room for future utility projects. With this configuration, the entire width of the sidewalk will be occupied by PUD equipment and would limit any other utility companies from being able to install underground facilities in this area. Could this arrangement be consolidated? No. Please clarify. Ans: It is necessary to separate the Primary wires/connections from the secondary connections. It is a safety requirement /standard that we have to abide with. e) What power source will be feeding the streetlight at this corner? Will the new underground feed the streetlight or will PUD need a new source that is not shown on the plans? The City will need to review this if it is outside the scope of work that was submitted on the site plan. Ans: If the Streetlight at this corner is currently being fed by the overhead transformer located on that pole that is going away, one of the pedestals will be feeding the streetlight. 3. April 8, 2021: The plans are not to scale, so it is unclear how far the proposed conduit will be from City utilities. Please provide plans that are to scale and that show minimum separation requirements can be met. The conduit can be 5' from City utilities and appurtenances but will need to be 10' from any bends in City water mains or behind hydrants or blowoffs to provide sufficient space around blocking. Ans: See "Other Utility Location" drawing below. I cannot draw plans that are to scale without potholing the actual locations of the Utilities. The separation that is being asked for will be maintained horizontally and if there is no room, the conduit will maintain vertical separation.
