April 16, 2021 Comments February 5, 2021 Comments CONSTRUCTION PLANS 1. April 16, 2021: The boring plan from Sunset across Main St was submitted with Resub 2 for ENG2020-0460 and -0461 for Phase 1 and 2 of the underground project. a) The "Other Utility Location" plan shows the boring as a perpendicular crossing across Main St — this would be approved. The other plan sheet in this packet, however, shows the boring across Main St at an angle — this will not be approved. Please revise all plan sheets with parallel and perpendicular borings only. Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) b) Two lines are shown on the "Other Utility Location" plan — the new boring in blue, and an existing power conduit in red. What is the proposed Page 2 of 3 RESUB May 03 2021 CITY OF EDMONDS DEVELOPMENT SERVICES separation between the two? There are other utility companies proposing DEPARTMENT future work in the sidewalk in this location and it would preferred if these two conduits were as close as possible to leave room for future utility projects. Ans: Natalie, the method of installation for Phase 4 will be trenching and not boring because there is just too many Utilities between the pole and A- 53864. April 8, 2021: Northwest corner of Main and Sunset: a) The pole at northwest corner of Sunset and Main shall be removed, not topped to be a meter pole. Revise the plans accordingly. The City will coordinate with PUD outside of this permit to find a new location for this meter. Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) b) What are the specifications for Ped #1 and Ped #2 shown next pole PLI 157897 (the pole to be removed)? Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) c) What are the specifications for vault A-53758 shown behind Ped #1 and Ped #2? The lid of this vault will need to be pedestrian rated since it is in the sidewalk. Ans: Natalie, this is part of Phase 2 and not phase 4. d) Why do both a vault and two pedestals need to be installed at this location? With this configuration, the entire width of the sidewalk will be occupied by PUD equipment and would limit any other utility companies from being able to install underground facilities in this area. Could this arrangement be consolidated? Please clarify. Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) e) What power source will be feeding the streetlight at this corner? Will the new underground feed the streetlight or will PUD need a new source that is not shown on the plans? The City will need to review this if it is outside the scope of work that was submitted on the site plan. Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) Page 3 of 3 RESUB May 03 2021 CITY OF EDMONDS DEVELOPMENT SERVICES 3. April 8, 2021: The plans are not to scale, so it is unclear how far the proposed DEPARTMENT conduit will be from City utilities. Please provide plans that are to scale and that show minimum separation requirements can be met. The conduit can be 5' from City utilities and appurtenances but will need to be 10' from any bends in City water mains or behind hydrants or blowoffs to provide sufficient space around blocking. Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) February 5, 2021: For all boring locations, show all underground utilities and appurtenances within the vicinity of the boring. Any new conduit shall maintain minimum utility separation-5' horizontal, 1' vertical, and at least 10' from utility appurtenances. Please show that minimum separation requirements can be achieved on the plans. a) Show all surface features as they are actually located in the proposed bore path, including the ROW line, sidewalk, curb -gutter, edge of pavement, trees, and any other surface features that may affect project feasibility. b) Please refer to the attached plan sheet for the Site Utilities Plan at Lift Station 8. 4. April 16, 2021: Addressed. February 5, 2021: The plans state that existing pole PLI372 shall be removed. The construction notes then state that poles PLI 372 to 369 will be removed on another work order. Please clarify and update the plans so that they match what will actually be done at this time or if the removal will be done in another phase of this project. 5. April 16, 2021: The revised drawing for the vault and conduit by the lift station is not to scale and does not include horizontal separation distances for the adjacent utilities. How far will the vault be from the private storm line and sewer main? It appears that the conduit will be trenched. If so, callouts for horizontal separation may suffice. Please revise the plans (plan view) so it is clear. Ans: Natalie, the electrical construction drawings are never drawn to scale by our drafting department. There is not enough room for Horizontal separation because it is very narrow that is why I tried to show that the only way to go is vertical separation between the other utilities. My drawing below shows that vertical separation. Notice that it says, "Maintain greater than or equal to 1 foot minimum vertical separation with other utilities". You will see that, where it applies, there is an existing stormdrain, sewer, Forcedmain, gas and water. I hope I'm making sense and if I don't please let me know. There does not appear to be DEPARTMENT that much room there. a) Additionally, the new transformer and any conduit that connects this transformer to the existing transformer and/or pedestal shall have at least 5' of horizontal and 1' of vertical separation from City utilities. As shown, the new pad -mounted transformer A-53864 is shown almost on top of the City sewer main that feeds into the lift station, and the 49' run of conduit to the existing pedestal is near a City water main. Please revise the plans so proper separation can be maintained. Ans: Natalie, the electrical drawing 1997-63.pdf has already been revised because the original drawing was showing the A-53864 is almost on top of the Sewer main (as you pointed out). So the new and revised drawing moves the location of the transformer further west where the bushes are at. We even discussed it on the phone when you called me. I can clearly show it to you if you would just meet me onsite. See part of the drawing below. Also, the picture below shows my first original location of the transformer which does not work out. I will go and cross it out onsite if that helps. Imagine the new transformer location 6 feet to the west. Drawing 1997-63.pdf is included below. Please revise the TCP for Railroad St to direct pedestrians to cross at the nearest designated crosswalks/intersections. Pedestrians should not be directed to walk into the street around the work area. Ans: Natalie, please see below for the updated TCP with Pedestrian control per your request for Phase 4. t TCP wd PCP - PH 4.pdf b. The TCP for the work on Main St and Sunset/Railroad does not show sidewalk closures or pedestrian detours. Please revise the plans accordingly. Ans: Natalie, this is part of Phase 2 and not phase 4. Ans: Natalie, this is part of Phase 2 and not phase 4. (See separate supplement answers) February 5, 2021: Will at least a 5'-wide sidewalk remain open during the proposed work? If not, please ensure ADA accessibility during construction or provide a pedestrian detour plan to have pedestrians cross at the nearest designated crosswalks. Please update the traffic control plan accordingly. Ans: Natalie, are you referring to the sidewalk at Main and Sunset? If you are, this is part of Phase 2 and not phase 4.
