December 17, 2020 Comments CONSTRUCTION PLANS
• March 30, 2021: 5’ horizontal separation from catch basins, manholes, etc. shall be sufficient if the boring location is verified per actual field locates. The City will require 10’ separation from bends in water main(s) or behind hydrants or water blowoffs. December 17, 2020: For all boring locations, show all underground utilities and appurtenances within the vicinity of the boring. Any new conduit shall maintain
minimum utility separation—5’ horizontal, 1’ vertical, and at least 10’ from utility
appurtenances. Please show that minimum separation requirements can be achieved on the plans.

1) March 30, 2021: Partially addressed. Please show all underground utilities and services as they are located per actual field locates. Show potholing for all crossings. See attached survey at the corner of Sunset and Bell for reference. Ans: the potholes are the green dots as shown on the attached drawing below. The other utilities are drawn from the drawing you have sent and the intersections with the bore will be
potholed.

December 17, 2020: Show all underground utilities and appurtenances between the pole at the corner of the 2nd Ave N on Bell St (PLI 364) and the vault (A-3307) at the northwest corner of Bell St and Sunset Ave.
2) March 30, 2021: Partially addressed. Please ensure that all surface features match field locates. See attached survey at the corner of Sunset and Bell for reference. Show all surface features as they are actually located in the proposed bore path, including the ROW line, sidewalk, curb-gutter, edge of pavement, trees, and any other surface
features that may affect boring feasibility. Ans: the drawing below includes carefully
drawn locations of bushes, maple tree, curb, sidewalk, edge of pavement, ROW, parking lane, private driveway, alley way, planter etc. along the bore route. I’m not a professional drafter but I tried my best to show all the items being asked for. Maybe you might need to zoom in enough to see a better detail.

New pole replacing BO pole PLI 364 at 2nd and Bell: 1) March 30, 2021: Procedure for payment from PUD to be discussed prior to issuance
of permit. Ans: Beth Haskins has confirmed that the Accounts payable have paid to pay the City of Edmonds the $7,000 for the ADA Ramp. December 17, 2020: Removal and relocation of pole PLI 364 will require the installation of an ADA compliant ramp. Given the location of this ramp, the City will be requiring a
specific bulb design for the new ADA ramp. The City will not be requiring PUD to install this ramp but will instead allow PUD to make payment to the City for a standard ADA ramp in the amount of $7,000. The City will only require PUD to remove the BO pole and to temporarily restore the ramp with asphalt until the City can install the specific ADA ramp at a later date.
2) March 30, 2021: The new pole location has been approved per clear zone
requirements and per City’s future bulb out design. Ans: Thank you.
December 17, 2020: The proposed new pole location does not meet clear zone requirements. Please verify that the property line is at the back of sidewalk. City records

Show potholing for all crossings. See attached survey at the corner of Sunset and Bell for reference. Ans: The attached survey does not apply for Sunset crossing and Main St. and your recent email
(attached below) says that you do not have a survey that covers that intersection. Therefore, I have drawn the other utilities in that intersection based on actual locates that I have ordered and also from your Utility website. See the drawing below:

CONSTRUCTION PLANS
1.April 16, 2021: The boring plan from Sunset across Main St was submitted with
Resub 2 for ENG2020-0460 and -0461 for Phase 1 and 2 of the underground project.
a)The “Other Utility Location” plan shows the boring as a perpendicular
crossing across Main St – this would be approved. The other plan sheet in
this packet, however, shows the boring across Main St at an angle – this will
not be approved. Please revise all plan sheets with parallel and perpendicular
borings only. Ans: We already addressed that crossing being not so
perpendicular on the phone when Jeff and I were at Main St. and you were on the
other line. There is a Water meter that Jeff pointed out on that corner which will
make a 90 degree crossing difficult. Maybe you just forgot that conversation
already but Jeff agreed that the crossing is not a perfect 90 degree angle but close
and it will miss the water meter.
b) Two lines are shown on the “Other Utility Location” plan – the new boring in
blue, and an existing power conduit in red. What is the proposed separation
between the two? There are other utility companies proposing future work in
the sidewalk in this location and it would preferred if these two conduits
were as close as possible to leave room for future utility projects. Ans: Yes,
we can have both our new electrical and existing as close as possible.

topped to be a meter pole. Revise the plans accordingly. The City will
coordinate with PUD outside of this permit to find a new location for this
meter. Ans: The Overhead Pole removal plan has been revised. That plan is
under Phase 4 but see a snapshot of the notes below. It says to “Pull out and
remove existing pole”.
b)What are the specifications for Ped #1 and Ped #2 shown next pole PLI
157897 (the pole to be removed)? Ans: The measurements of the 2
pedestals are below.
c)What are the specifications for vault A-53758 shown behind Ped #1 and Ped
#2? The lid of this vault will need to be pedestrian rated since it is in the
sidewalk. Ans: The Vault lid will be a “Non-slip” type lid. See below.

d)Why do both a vault and two pedestals need to be installed at this location?
With this configuration, the entire width of the sidewalk will be occupied by
PUD equipment and would limit any other utility companies from being able
to install underground facilities in this area. Could this arrangement be
consolidated? No. Please clarify. Ans: It is necessary to separate the Primary
wires/connections from the secondary connections. It is a safety requirement
/standard that we have to abide with.
e)What power source will be feeding the streetlight at this corner? Will the
new underground feed the streetlight or will PUD need a new source that is
not shown on the plans? The City will need to review this if it is outside the
scope of work that was submitted on the site plan. Ans: If the Streetlight at
this corner is currently being fed by the overhead transformer located on that
pole that is going away, one of the pedestals will be feeding the streetlight.
3.April 8, 2021: The plans are not to scale, so it is unclear how far the proposed
conduit will be from City utilities. Please provide plans that are to scale and that
show minimum separation requirements can be met. The conduit can be 5’ from
City utilities and appurtenances but will need to be 10’ from any bends in City
water mains or behind hydrants or blowoffs to provide sufficient space around
blocking. Ans: See “Other Utility Location” drawing below. I cannot draw plans that
are to scale without potholing the actual locations of the Utilities. The separation that
is being asked for will be maintained horizontally and if there is no room, the conduit
will maintain vertical separation. The included chart will be strictly followed by the
contractor that will be doing the bore.

February 5, 2021: For all boring locations, show all underground utilities and
appurtenances within the vicinity of the boring. Any new conduit shall maintain
minimum utility separation—5’ horizontal, 1’ vertical, and at least 10’ from utility
appurtenances. Please show that minimum separation requirements can be achieved on
the plans.
a)Show all surface features as they are actually located in the proposed bore path,
including the ROW line, sidewalk, curb-gutter, edge of pavement, trees, and any
other surface features that may affect project feasibility.
b)Please refer to the attached plan sheet for the Site Utilities Plan at Lift Station 8.
TRAFFIC CONTROL PLAN
b. The TCP for the work on Main St and Sunset/Railroad does not show sidewalk
closures or pedestrian detours. Please revise the plans accordingly. Ans: Ans: See
updated TCP w/ Pedestrian control plan below.
c. The TCP that shows the work on Main and Sunset does not show any traffic control
measures for the boring pit on north side of Railroad St. Please revise. Ans: See
updated TCP w/ Pedestrian control plan below.
February 5, 2021: Will at least a 5’-wide sidewalk remain open during the proposed
work? If not, please ensure ADA accessibility during construction or provide a pedestrian
detour plan to have pedestrians cross at the nearest designated crosswalks. Please update
the traffic control plan accordingly. Ans: See updated TCP w/ Pedestrian control plan
below.
