PO Box 2004 Lynnwood, WA 98036 January 16, 2018 SITE DESCRIPTION On January 10, 2018 Acre Environmental Consulting, LLC visited the approximate 0.67-acre site (no current address) located west of 328 3rd Avenue South in the City of Edmonds, Washington. The site is further located as a portion of Section 23, Township 27N, Range 3E, W.M. The parcel number for this property is 27032300415700. The purpose of this site visit was to locate and assess regulated critical areas on and adjacent to the subject site. Access to this property is gained from the north via 2"d Avenue South. This undeveloped site has a west aspect. The eastern portion of this property is dominated by Himalayan blackberry (Rubus armeniacus, Fac), while the western part of the site is occupied by a Category II wetland that extends off -site to the north and south. This wetland is associated with Shelleberger Creek which is located approximately S00 feet south of the subject site. The on -site wetland was visually assessed and not flagged in the field. Surrounding land use is comprised of single-family and multi -family residential development. Wetlands A is a Category II wetland which received a moderate habitat score of 6 points on the DOE Wetland Rating Form for Western Washington: 2014 Update. In the City of Edmonds, Category II wetlands with habitat scores between 6 and 7 points receive 165-foot standard buffers. Shelleberger Creek is a Type F, fish bearing stream. In the City of Edmonds, Type F streams adjacent to reaches with anadromous fish receive 100-foot protective buffers. As a result of the approximate 500-foot distance of this stream from the subject site, this buffer does not extend to the subject property. Vegetation in the non -wetland portions of the site is dominated by Himalayan blackberry (Rubus armeniacus, Fac). Typical soils in the non -wetland portions of the property have a Munsell color of very dark greyish brown (10YR 3/2), with a texture of gravelly sandy loam from 0 to 18 inches below the surface. Soils were moist during our January 10, 2018 site visit. Due to the extent of wetland and buffer on this site, it appears that any development would have to be conducted pursuant to EMC 23.40.210(2) (Reasonable Use Variance). WETLAND AND STREAM CLASSIFICATION The methods used for locating, classifying, and rating the wetlands in the project area are consistent with current Federal, State, and City of Edmonds requirements. Acre Environmental Consulting, LLC used the routine methodologies described in the U.S. Army Corps of Engineers Wetland Delineation Manual produced in 1987 and the U.S. Army Corps of Engineers Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys, and Coast Region produced in May 2010. Acre Environmental Consulting, LLC January 16, 2018 Wetland Determination for TMB Homes — 2"d Avenue South Edmonds, WA Page 1 Wetlands and streams were classified according to the U.S. Fish and Wildlife Service (USFWS) Cowardin system Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al., 1979) and rated, by categories, according to the Washington State Department of Ecology Wetland Rating Form for Western Washington: 2014 Update, as required by the Edmonds City Code and Community Development Code, Chapter 23.50 (Wetlands). Buffers are also determined by this chapter. Wetland A HGM Class: Depressional Cowardin: Palustrine, Emergent Wetland, Persistent, Semipermanently Flooded (PEM1F) Ecology Rating: Category II Edmonds Rating: Category II, 165' Buffer Historically, it appears that this wetland comprised a portion of the Edmonds Marsh. However, this wetland was effectively separated from the Edmonds Marsh by the construction of Edmonds Way. As a result of its location, it appears that water levels in this wetland are not currently affected by tides and therefore, this wetland does not meet the criteria for a Tidal Fringe wetland for the purposes of the wetland rating form. This hydrogeomorphic (HGM) class depressional wetland is located on the western portion of the subject site, extends off -site to the north and south, and is associated with Shelleberger Creek (located approximately 500 feet to the south). This wetland received a total score for functions of 21 points (8 points for Water Quality Functions, 7 points for Hydrologic Functions, and 6 points for Habitat Functions) on the DOE Wetland Rating Form for Western Washington: 2014 Update. Wetlands with scores between 20 and 22 points for all functions are classified as Category II wetlands per EMC 23.50.010. In the City of Edmonds, Category II wetlands with moderate habitat scores (6 to 7 points) receive a 165-foot buffer measured from the delineated edge. Vegetation in the portion of this wetland on the subject site is dominated by cattail (Typho latifolia, Obl), with reed canarygrass (Phalaris arundinacea, FacW), and purple loosestrife (Lythrum salicaria, Obl), also present. Soils in this wetland have a Munsell color of very dark brown (10YR 2/2) and a texture of muck from 0 to 18 inches below the surface. Soils in this wetland were ponded to two inches above the surface during our January 10, 2018 site visit.
