Dear Mr. Koenigs:
This letter is in reference to our inspection of your facility on
January 13, 1987.
This inspection was conducted as a result of a complaint
registered in our office by the City of Mountlake Terrace
regarding an oily sheen observed in Halls Creek. As I discussed
with you over the telephone, the storm water from your facility
eventually drains into Halls Creek.
I inspected the auto service area and spoke with Mr. Randy
Gifford, an employee at the shop, during my visit. It may be
that the automotive service area drain sump discharges into the
storm drain on Highway 99. Washwater from vehicle washing may
also be discharging into the storm drain. These contaminated
wastewaters must be discharged into the sanitary sewer system and
not the storm sewer system.
The State Water Pollution Control Law, RCW 90.48.080, prohibits
discharge of pollutants into state waters. The law provides for
enforcement action including monetary penalties by the Department
of Ecology for violations of RCW 90.48.
In order to prevent contamination of storm water runoff
facility, the vehicle washwater discharge drain must be
to the sanitary sewer system. Also, a dye test must be
in your automotive service area drain sump to determine
system it drains into. If the service area sump drains
storm sewer system, it must be replumbed to connect it
sanitary sewer system.
