I STJ September 20, 2021 Jennifer Wells Washington Tree Experts wtetree@yahoo.com Subject: Hazard Tree Removal (PLN2021-0050) Dear Jennifer, Thank you for reaching out on behalf of Hal Hay regarding a 15" White fir in his rear yard at 350 Caspers St. The tree is located about 25 feet away from Shell Creek, well within the buffer of the known anadromous fish -bearing stream. Generally, the removal of trees or vegetation within a critical area or critical area buffer is not an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to ECDC 23.40.220.C.8. Normal maintenance of vegetation is an allowed activity in critical areas. "Normal maintenance of vegetation" is defined as "removal of shrubs/nonwoody vegetation and trees (less than four -inch diameter at breast height) that occurs at least every other year. Maintenance also may include tree topping that has been previously approved by the city in the past five years." In this case, the fir is more than 4 inches so tree hazard evaluation is required. According to ECDC 23.40.220.C.8.b.ii, tree cutting is limited to pruning and crown thinning unless otherwise justified by a qualified professional. Where pruning or crown thinning is not sufficient to address the hazard, trees should be removed or converted to a wildlife snag. According to the report and photos you provided, the fir has been infested with balsam woolly adelgid and is in declining health. Removing the tree is the proposed solution to eliminate the infestation. A hazard tree cutting exemption is granted per ECDC 23.40.220.C.8.b with the following conditions: 1. This review only applies to the White fir tree identified in the materials. All downed material must be removed from the site. 2. Two vine maples are proposed for replacement consistent with ECDC 23.40.220.C.8.b.iv. Deciduous trees must be a minimum of one-two inches diameter at standard height. The replacement trees may be planted at a different, nearby location if it is determined that planting in the same location would create a new hazard or potentially damage the critical area. 3. The replacement trees must be installed within one year of the removal of the White fir. Please provide photos of each of the planted replacement trees. Tree is located near Shell Creek and determined in the environmentally critical area. Conditions of concern: The above -mentioned fir is infested with balsam woolly adelgid and the health is failing. The tree has a considerable lean from vertical that does not self correct and has a moderate risk of failure that increases to high risk with saturated soils. There has also been a previous top failure that has resulted in multiple weakly attached tops at a high risk for failure in high wind circumstances. Overall risk is moderate with a significant consequence of failure. The client has a low tolerance for risk for failure because the target is the neighboring property and kids play structure. Descriptions of Work: Tree and debris will be removed. The pest infested debris should be removed from the site. The client will install two native vine maple trees to fulfill the replacement requirement.
