Recommendation: The submitted documents do not include sufficient storm
information for the improvements to be constructed or confirmed as sufficient. I
recommend that BLD2020-0142 be withheld until the comments below are adequately
addressed.
Review Comments:
1. Prepare a drainage `report':
a. If this building permit proposal will rely on the existing civil plans, include a
simplified memo which establish the final propose impervious surfaces,
the approved impervious surfaces per the civil plans/plat drainage report,
and how the project remains consistent with previous approvals.
b. If not relying on the approved civil plans, prepare a full drainage report per
ECDC 18.30 which includes sizing information for any proposed BMPs.
2. Prepare storm water site plan:
a. If this building permit submittal is relying on the existing civil plans, include
copies of the plans with documents included with this permit submittal.
Coordinate with the engineering review to avoid conflicts with their
direction regarding other civil improvements/utilities.
b. If not relying on the approved civil plans, submit new drawing which show
all proposed storm drain improvements and include details (showing
dimensions, thicknesses, materials, etc) sufficient for construction of all
improvements (including a planting plan for bioretention areas and soils
amendment detail for BMP 5.13).

3. It appears the `pervious walkway' is new feature; provide full details needed for
construction and include this area as a impervious hard surface in the impervious
totals.
a. If impervious surfaces exceed civil plans, this must include the full depth of
storage rock beneath the pavers in order to meet code requirements for
mitigation (see SD-623).
