On behalf of the Planning Division, I have reviewed the above building, permit application. During
rcvicw of the suhjccI submittal it was found that the following information, corrections, or clarifications
need to be addressed. Please respond to the following iterns, so that review may continue: NEW
COMMENTS IN RED.
I. PARTIALLY ADDRESSED: The geotech memorandum dated November 10, 2020 comm cnts to
seasonal restrictions item 96 as well as point discharge item #7.
Item #6: Seasonal Restrictions. It's unclear if wet season work is proposed, it sounds like the
anticipated work will occur after May I", and per the geotech report dated February 27, 2020 page 7
the 3r11 paragraph states that "..,the soils encountered on this site are considered moisture -sensitive
and may disturb easily when wet." It then goes on to say that "...we recommend that faundatiorl
preparation take place during dry weather, if possible." It does not appear that it is advised to begin
work during the wet season, and if work is to begin before May l S' then additional information
regarding what additional measures will be taken should be provided. Please be clear on when work
will begin.
Item #7: Paint Discharge. Page 4 of the November 10, 2020 geotech memo discusses that all runoff
he collected into catch basins and yard drains and tightlincd into an approved stormwater system or
discharged to the base of the slope. It's unclear on how the requirement is going to be met, please
show the approved sfonnwater system or how the runoff will he discharged at the base of the slope. If
discharged at the base of the slope this usually would require some type of dispersion.
OCfOBER 1 2020 The geotech reports dated February 27, 2020 and April 1, 2020 do not
specifically address ECDC 23.90.060 and ECDC 23.80,070. Please provide a geotechnical report that
specifically addresses the proposal (including the replacement of the existing walkway) and ECDC
2180.060 and ECDC 23.80.070.A. 1 -7. Since we have entered into October, the geotech will also
need to specifically address item 46 seasonal restrictions_ Pursuant to ECDC 23.AG. 070,A.7 point
discharge onto a stccp slope is prohibited, please address.
AUGUST 7 2020 Critical areas determination: A critical areas determination was completed by
staff on August 29, 2019 (C.RA2019-0141 ) which identified the property is within a Geologically
Hazardous Area for erosion and landslide haaards. Any ground disturbing activity within a
geologically hazardous area requires a geotech to address dtc proposed work. The proximity of the
proposed project area lies within 50 Feet of a stcep slope and thus wiI I require a geatechnice l report.
The geatechnical report shall spccifically address ECDC 23.80.060 and ECDC 23.80,070. Plcase
provide a geatechnical report with the building permit For review.
2. STIU NE ED ED: Please camp Icte the attached documcnt and cithcr record on your own or submit
signed/notarized document to the city for recording, Please print document single sided on 8.5x11
size paper. See fees below for recording,
NOTICE DN TITLE. Pursuant to critical regulations (EC DC 23.40,2711_B). sites with field -verified
presence of critical areas and/or critical area buffers for which a permit application is submitted shall
as a condition of permit issuance, record a noticc ofihe existence of €he critical area and/or critical
area buffer against the property with the Snohomish County Auditor's Office. Prior to final a(the
building permit, the attached Form rnust be rccordcd with the Snohomish County Auditor's 0fficc,
