Subject: Hazard Tree Removal (CRA2021-0201)
John,
Thank you for reaching out regarding the dead fir tree in the rear yard of the Harmon property
at 9726 240t" PI. W. The area where the tree is located is a small steep slope which would be
classified as a potential landslide hazard area, a type of environmentally critical area.
Generally, the removal of trees or vegetation within a critical area or critical area buffer is not
an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to
ECDC 23.40.220.C.8. Where pruning or crown thinning is not sufficient to address the hazard,
trees may be removed or converted to a wildlife snag. According to the photos and information
provided, the fir is about 18" DSH and clearly dead. It is a candidate for removal.
A hazard tree cutting exemption is granted per ECDC 23.40.220.C.8.b with the following
conditions:
1. This review only applies to the fir tree identified in the photos and materials.
2. The tree can be removed to the ground and stump ground out. The downed wood and
cuttings may be removed from the site.
3. A minimum of two replacement trees must be planted in the general vicinity of the fir.
The homeowner indicated that at least one cypress and one cedar will be installed.
Replacement trees must be species that are native and indigenous to the site and a
minimum of one to two inches in diameter at breast height (dbh) for deciduous trees
and a minimum of six feet in height for evergreen trees as measured from the top of the
root ball.
4. The replacement trees must be installed within one year of the removal of the fir.
Please provide photos of each of the planted replacement trees to verify installation.

We should be able to make it work. I assume it's one of the trees on/near the steep
slope — see below. If you can send some photos and I can tell that it is clearly dead, I
can issue a hazard tree letter quickly. If you also have an arborist report, that would be
great. Highlight which tree it is on the aerial as well.

We are a small tree company needing to remove a DEAD tree for a client in
Edmonds. I am sorry to say that we scheduled this for next week. Then it slipped
off our radar and of course, now we realize we need a permit. In the hopes of
expediting the process, I am going to start by giving you all the particulars.
Tree ID: Dead Douglas Fir about 70 ft tall roughly 18" dbh.
