We would like to withdraw existing Permits BLD2019-0838 and BLD20190839. Also, you stated no further framing is allowed at this time, including Roof trusses. We totally understand. Unfortunately, we cannot allow framing or other construction of your project to begin until your remodel permit is issued. I understand that you have been making headway toward your remodel project by demolishing portions necessary for that work to happen; however, it appears that new framing has been installed recently that is beyond the scope of the demo permit. As per Eric's stop work notice, any further framing is not permitted at this time, including the installation of roof trusses. I have been in conversation with Christina Wayland regarding the status of your application, and it appears that you will be receiving a review comment letter that will need to be addressed before we can complete our City review and approve your application. Christina will be contacting you shortly to update you on the status. I will say that once we receive your response to those comments, we will do our best to expedite our reviews and approve the permit. Also, before we can issue the remodel permit, you will need to withdraw your other permits for the demolition of the existing house and for the construction of a new house. Please send Christina and me an email requesting the withdrawal of permits BLD2019-0838 and BLD2019-0839 so we can get that done. We have a unique set of circumstances and are looking for a little assistance in trying to accelerate the permitting process if possible. After a year in the permitting process with the city of Edmonds, in June 2020 we secured all permits (demolition, sewer, building, etc.) necessary to proceed with work on a New Single Family residence under Permit #BLD2019-0839. We started the demo in October under the approved permit. Well the timing, right in the middle of the COVID crisis, proved to be extremely difficult to start the build due to limited resources. This included limited materials and manpower coupled with the uncertainty of everyday life. After multiple setbacks and many discussions with our architect we made the decision to scale back our project to a Remodel instead of a Rebuild. In November we contacted the city of Edmonds and spoke with Christina Wayland to ask questions about switching our permits and if we would be able to use any of the existing permits. At this point we had already paid approximately $4500 for our permits. We were advised that for the current New Single Family Residential and Demo permits, a portion (80%) of the Permit fees and Inspection fees can be refunded or rolled into your new permit. Fees that cannot be refunded are Plan Review fees, Credit card fees, Technology or Admin fees and State surcharge fees. This was great and welcoming news. Per her instructions we submitted a new application request online at MyBuildingPerm it.com. In December while we were completing the necessary demo, Eric (Edmonds Building Inspector), stopped by the project and advised the paperwork had not been processed completely and we were ordered to stop work. We had assumed that while the new application was being processed we could still proceed with demo off of the original permit. Eric informed us this was not the case. At this point our application and plans have been accepted for review and we have been informed that the city's date for our project is 1/22 and we should be hearing something by that date. We understand that construction is not to begin until we have an approved set of plans and permit for the new scope of work. Herein lies our dilemma. Per our new set of submitted prints, we are replacing all of the trusses. We had previously removed the roof except for the trusses in preparation. Early last month due to high demand of product and weather this time of year, we ordered our truss package so that once we had approval we were ready. Last week we were advised that our truss package will now be on site earlier than anticipated on 1/22. We are asking if there is any way we can proceed with removing the old trusses and installing the new trusses knowing in full that we will not be covering anything up and all building inspections will be able to take place as needed. Since we have been shut down and the house is exposed to the elements, getting dried in is crucial. Your information was given to us through Eric in hopes that you could offer further assistance.
