BLD2021-0931— Salish Crossing Mural

Design Review Process
Design review for signs is considered a Type I decision subject to the requirements of Edmonds
Community Development Code (ECDC) 20.01.003 and reviewed in accordance with ECDC 20.60.015.C.
Analysis:
1. Location. The proposed mural is located within the BC (Community Business) zone. The proposed
mural will fill the north western facade of the building facing Railroad Avenue.
2. The Comprehensive Plan designation for the site is Downtown/Waterfront Activity Center —
Downtown Master Plan. The murals satisfies the following goals and policies from the
Comprehensive Plan:
a. Downtown Design Objectives are found on pages 125 - 127 and are intended to encourage its
unique design character and important place -making status within the City.
b. Urban Design Goal B.8 "Art and Public Spaces. Public art and amenities such as mini parks,
flower baskets, street furniture, etc., should be provided as a normal part of the public
streetscape. Whenever possible, these elements should be continued in the portion of the private
streetscape that adjoins the public streetscape." (page 126).
3. Sign type. The mural is considered a wall graphic and wall graphics are conditionally permitted sign
types in the Downtown/Waterfront Activity Center. Review criteria for murals are contained within
ECDC 20.60.015.C.3:
a. Quality of the materials used to create the artwork. Materials should be resistant to fading; no
fluorescent paints:
The mural will be painted using Novacolor Acrylic paint, which is a product specifically designed
for exterior mural painting and has a high longevity. No fluorescent paints are proposed for any
of the murals.

b. Durability and permanence, including ability to withstand age, vandalism and weathering.
Consideration should be given to anti -graffiti coating:
Once completed, the mural will be clear coated with Novacolor Exterior varnish. With this
varnish, the mural will need simple washing in future for upkeep. If touchups are necessary due
to acts of God or vandalism, the property owner will notify The Mural Works, Inc.
c. Compatibility of the artwork with architectural elements, other elements of the street, and
adjacent structures. Compatibility shall be determined by relationships of the elements of form,
proportion, scale, color, materials, surface treatment, and size and style of lettering. Lettering
shall be minimized, but may be considered for inclusion when necessary to the artistic content.
The mural is compatible with the character of the building on which it is being placed as well as
the Edmonds Waterfront Activity area. The mural contains minimal lettering that is tasteful to
the mural as well as directional for the businesses on the opposite side of the building.
Decision:
Based on the facts and conclusions of this report, staff finds that the design review for BLD2021-0931 is
APPROVED_

graphic may be appealed to the city council pursuant to the procedures established in Chapter 20.06
