Property owners must obtain a permit -,to install side sewers on their property. A licensed side sewer contractor must be employed to construct side sewers in the public right-of-way. b. The side sewer contractor assumes full reponsibility for each installation for one year. C. Commercial establishment requires a minimum of a six ihch (6") side sewer line. d. Side sewers may not be installed closer than thirty inches (30") to any structure. e. Side sewer lines must be laid at a minimum grade. of 2% (1.150) and maximum grade of 100% (450) . k, f. No turn in side sewer greater than 45° (1/8.bend) is°allowed between cleanout. All 90 turns must be constructed of a 45 (1/8 bend) and Wye with removable cap. g. No down spouts, footing drains or floor drains can be connected to side sewer system. - h. Pea gravel is required for bedding when installing sewer lines through other than granular soil. i. Cleanouts are required at 30"-60" from each plumbing exit line and at minimum intervals of 100' along sewer line run. j. Trenches within City right-of-way must be restored to original conditions. Larson Director of Public Works SUBJECT: DRAINAGE RETENTION TO REDUCE STORM WATER RUN-OFF Referring to the ADB Minutes of June 7th, page 4 (attached hereto), Mr. Christofferson requested information on reducing storm water run-off. In' June, 1977, the City Council passed Ordinance 1924 requiring on -site retention systems where possible to reduce the run-off and to control water quality. Along with the ordinance was a reference to a manual prepared under the Area -wide Waste Manage- ment Planning Study in Snohomish County. The manual lists procedures and methods for storm water management. Among the many methods which a developer can use to meet the reduction in run-off is the use of porous asphalt pavement. This method has many advantages such as reducing run-off, enhancing groundwater supply eliminating the need for storm sewers, and better pavement due to increased skid resistance and elimination of puddles, etc. Disadvantages include special maintenance to keep the pores open and higher construction cost due to the special nature of the asphalt mix. This method has not been used extensively as there have been other retention systems more easily and economically constructed. Another factor to consider in the.analysis of storm water is the question as to whether the water.should be retained on the par- ticular site being developed. Some soil conditions will not permit this retention. Also, the site may be located in the area of a regional retention facility or adjacent to a large body of water able to accept the run-off directly without negative impact. Each site has certain characteristics that must be analyzed to determine the best storm water management practice. Each site requiring a drainage plan per the Ordinance is reviewed by the Engineering Division of the Public Works Department prior to obtaining a building permit.
