Golder arrived onsite and spoke with Howard with Wilcox Construction and Kyle with SCE. The contractor previously excavated
for, installed, and backfilled portions of the storm drain system at the following locations:
• from existing catch basin CB #100 to about 40 feet west
• from existing catch basin CB #101 to catch basin CB #7.
The trenches were backfilled using the excavated moist, dense, sandy gravel and compacted with a track mounted hoe pack
and/or jumping jack. Imported 5/8 inch crushed rock was used in the upper approximately 6-inches of backfill. The density tests of
the trench backfill west of existing CB #100 did not meet site plan specifications. The contractor was notified and will rework and
recompact the area later today or early tomorrow. Golder will retest the area once the area once the area has been recompacted.
The density test results in the backfill soil between existing CB #101 and CB #7, is listed below.
When Golder left the jobsite, the contractor was excavating for and installing the storm drain system from CB #7, north toward
proposed CB #8. The the contractor plans to backfill this portion of the approxiamtely 3-foot deep storm drain trench tomorrow
using the excavated soils. Golder will test this portion of the strom drain trench backfill once it has been completed.
Golder collected a sample for Modified Proctor analysis of onsite soil from an excavation about 75 feet north from CB #7 at a
depth of 2 feet from existing ground surface. The material collected consted of gray -brown, moist, dense, sandy, gravel with trace
silt, and cobbles (Sample ID #010820). The sample was returned to the Golder Soil Laboratory in Redmond, WA for Modified
Proctor and grain size analyses.

Golder retested the approximately 40 foot long by 3 foot wide area west of existing CB #100 mentioned in the January 8, 2020
report. The area was not reworked. The density test of the backfill again did not meet minimum site specifications for density.
Contractor was notified and said they will recompact the above mentioned portion of trench backfill. Golder will retest the area for
density after it has been recompacted.
The contractor previously excavated for, installed, and backfilled storm drain system from catch basin CB #7 to CB #8. The trench
was backfilled using the excavated moist, dense, sandy gravel and compacted with a track mounted hoe pack and jumping jack.
Imported 5/8-inch crushed rock was used for the upper, approximately 6-inches of backfill. The density tests between CB #7 and
CB #8 met minimum site specifications for density. The results and approximate locations area presented below.

Golder arrived onsite to visually review reported soil impacts and surface water sheen observed by Golder on February 11, 2020.
The perimeter trenches were already filled with crushed rock. There was no standing water, so no sheen could be observed.
Using a hand -trowel, Golder probed selected areas along A -Line and 1-Line. No petroleum -like odors were noted or other
indications of petroleum product release. Dark soil was observed along A -Line that was noted by Golder on February 11, 2020.
Additional excavation appeared to have occurred in this area. The black soil had an organic odor that did not resemble a
petroleum product or solvent. A shard of leather was observed in the dark soil area. According to Howard, the site had once been
a tannery.

At the time of Golder's site visit, the contractor had excavated for building foundation subgrade at the following locations for the
Hyundai Sales and Service building:
• the isolated spot footings along gridline G located at G-2, G-3, G-4 and G-5,
• the entire continuous perimeter spread footings for "Showroom 100" room,
• the continuous perimeter spread footing for the "Service Reception 114" room between grid lines 5 and 7.
Golder used a'/2 inch diameter, steel tipped, fiberglass, T-probe to check subgrade conditions of the above mentioned subgrade
areas, with the exception of about an about 8-foot section north and west from the southeast corner of the "Service Reception
114" footing subgrade. At that location, Wilcox was excavating for installtion of the side sewer line adjacent to the eastern footing
subgrade. The subgrade checked generally consisted of native moist, dense, sand and gravel with trace silt. At the time of
Golder's observations the subgrade areas were found to be firm and, in general, yielded less than 2 inches, with a few islolated
areas up to 3-inches to the T-probe. The subgrade appeared to be suitable for the support of the anticipated design loads of 4,000
psf.
The footing subgrade in the southeast corner of the "Service Reception 114" room adjacent to the side sewer exavation will be
checked at our next site visit, or when completed.

At the time of Golder's visit, the contractor was backfilling over approxiamatley 30-feet of sanitary side sewer located adjacent to
the eastern perimeter footing subgrade for the "Service Reception 114" room of the Hyundai Sales and Service building. This
backfill included the southeast corner of the perimeter footing subgrade for the "Service Reception 114" room as mentioned in
Golder's March 161", 2020 field report. The approximately 6-foot deep trench was backfilled in lifts using the excavated native sand
and gravel with trace silt soils. Compaction was achived with a jumping jack. Density tests were taken over the side sewer run
backfill and footing subgrade backfill. The test results indicatd compacation met site specification. See density test results and

On site at the request of the contractor to observe soil subgrade conditions prior resuming slab -on -grade capillary break
placement for the building. The subgrade consisted, in general of medium brown, dense to very dense, gravelly, silty -sand to
gravelly sand with some cobbles. Much of the subgrade was covered with 1 to 2 inches of wet mud and some standing water, due
to the nearly 4 week stop in construction and recent rain over the previous weekend. Golder checked the slab -on -grade subgrade
surface probing through any areas of mud and standing water for the entire footprint of the Service Center building using a 1/2-inch
diameter, steel, T-probe. The subgrade soil conditions (including any areas of 1 to 2-inches of mud and/or standing water were
found to be firm and consistently yielded no more than'/2-inch to the T-probe.
Golder recommends removing any mud, slime or standing water across the building on slab -on -grade surface prior to placement
of any capillary break material. At the time of Golder's site visit the observed soil conditions for the Service Center slab -on -grade
subgrade appeared to be suitable as long as any areas of mud, slime and/or stading water are removed prior to capillary break
material.

The contractor had placed about 2-4 feet of soil backfill along the west outside wall of the "New Mazda Service Building". The
contractor used onsite stockpiled brown, gravelly, sand with silt, as backfill material. The backfill material was transported from the
stockpile and placed lifts using a front-end loader. The fill was compacted using a track mounted excavator with an attached hoe
pack. Golder performed 4 nuclear density tests on the compacted backfill. The test results are listed below, and the approximate
test and fill locations can be found on the attached map.

Golder arrived onsite and spoke with Bill F. with Wilcox. The gravity block wall subgrade located adjacent to the southwest corner
of the Mazda Service Building was partially excavated at the time of Golder's initial visit. Golder informed contractor that a
minimum of 2-feet below wall subgrade should be excavated and replaced with structural fill per the site plan specifications.
After 12-noon, Golder returned to the site to check the excavated wall subgrade surface. SCE had over excavated the 2-feet
minimum subgrade for 35-linear feet of the north -south section of wall subgrade. Golder used a '/2-inch diameter fiberglass T-
probe to check the exposed subgrade surface which consisted of moist, dense, native light brown silty, fine, sand with gravel. The
subgrade checked was firm and yielded less than 3-inches to the T-probe. SCE proceeded to place 2-feet of imported 5/8-inch
crushed rock from Iron Mountain Quarry in Granite Falls, WA. The structural backfill material was placed in 6-inch lifts and water
was added during compaction to moisture condition the crushed rock. Compaction was performed with a vibratory plate
compactor. Golder collected a sample of the above mentioned 5/8-inch crushed rock for Modified Proctor analysis. The sample
was transported to the Golder Soil Laboratory in Redmond, WA. At the time of the writing of this report the Modified Proctor value
and optimum moisture content had been obtained (120.3 pcf at 3.7% optimum moisture content). The contactor was informed of
the passing density test results from Golder by phone. The density test results are listed in the table below, followed by a map of
the approximated test locations. A copy of the Modified Proctor on the 5/8-inch crushed rock is attached at the end of this report.

time of Golder's visit, the subgrades checked were firm and yielded less than 2 inches to the T-probe and were found to be
suitable for the support of the anticipated design pressure of 4,000 psf.
The contractor previously backfilled the slab -on -grade subgrade between gridlnes 6 and 7 using the native moist grey brown
sandy gravel. Density tests were taken on the slab -on -grade subgrade. See density test results and approximate testing location
map below.

The contractor previously excavated and prepared concrete seat wall and concrete planter wall subgrades for new streetscape
improvements for HWY 99 in 3 locations: on the east side of parking spaces 12 and 13, on the east side of parking spaces 17 and
18, and in the northeast corner of the jobsite. Golder used a'/2 inch diameter fiberglass T-probe to check subgrade compaction. At
the time of Golder's site visit, the moist, dense, gravelly sand was firm and yielding less than 3 inches to the T-probe, and were
found to be suitable for the concrete pour.

The contractor excavated for the watermain connection from the double check detector valve assembly to the proposed fire
service 3 way valve located in the right southbound lane of SR 99, using a vactor truck. No piping was installed today. At the end
of the day, the contractor backfilled the approximately 3 foot deep trench with imported 5/8-inch crushed rock. No compaction was
performed at the time of Golder's visit as the backfill was for temporary safety purposes. The contractor will place steel plate over
cut road section.
Golder collected a sample of imported 5/8-inch crushed rock supplied from Cadman in Monroe, WA for Modified Proctor analysis
to be perfomed at the Golder Soil Laboratory in Redmond, WA.

At the request of the sub -contractor, Golder arrived onsite at 1100 to observed backfill of the waterline connection on SR 99. The
contractorhad excavated from double check detector valve assembly to the proposed fire service 3 way valve in SR 99 using a
vacuum truck. Six-inch diameter ductile iron piping was installed. Once the connection was completed the approximately 3-foot
deep trench was backfilled, in lifts, using the imported 5/8 inch crushed rock. Compaction was achieved using a jumping jack.
Density testing in the crushed rock backfill was performed. The test results are listed below, and the approximate test locations
can be found on the attached map.
