The area where the tree is located is at the top of a steep slope and also within the buffer of the larger North Edmonds Earth Subsidence and Landslide Hazard Area, types of environmentally critical areas. Generally, the removal of trees or vegetation within a critical area or critical area buffer is not an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to ECDC 23.40.220.C.8. Where pruning or crown thinning is not sufficient to address the hazard, trees may be removed or converted to a wildlife snag. According to the photos provided, the cedar is clearly dead and is a candidate for removal. A hazard tree cutting exemption is granted per ECDC 23.40.220.C.8.b with the following conditions: 1. This review only applies to the cedar tree identified in the photos. 2. The tree may be cut to a low stump or flush cut. The downed wood and cuttings may be removed from the site, however, do not stump grind. 3. A minimum of two replacement trees must be planted in the general vicinity of the cedar. Replacement trees must be species that are native and indigenous to the site and a minimum of one to two inches in diameter at breast height (dbh) for deciduous trees and a minimum of six feet in height for evergreen trees as measured from the top of the root ball. 4. The replacement trees must be installed within one year of the removal of the cedar. Please provide photos of each of the planted replacement trees to verify installation.
