2021-10-07 Tree Board MinutespF E D4, Edmonds Citizens' Tree Board ne,np P APPROVED MEETING NOTES 4,gqo October 7, 2021 The Edmonds Citizens' Tree Board Meeting was called to order at 6:00 p.m. by Co -Chair Barbara Chase in the VIA Zoom BOARD MEMBERS PRESENT: STAFF PRESENT Bill Phipps, Debra Dill, Parks and Rec Ross Dimmick alternate Deb Powers. Urban Forest Planner Frank Caruso co-chair Kernen Lien, Environmental Program Manager Barbara Chase Doug Petersen Suzanne Juer ensen BOARD MEMBER(S) ABSENT: ELECTED OFFICIAL PRESENT Donna Murphy Diane Buckshnis, City Council member ELECTED OFFICAL ABSENT CALL TO ORDER: Meeting called to order by co-chair Barbara at 6:00 pm ROLL CALL: 6 board members were present. APPROVAL OF AGENDA: Agenda approved as presented. APPROVAL OF MINUTES: The September meeting notes were approved with no corrections or omissions noted. AUDIENCE COMMENTS: No guests at the meeting. Deb Powers introduced herself as the newly hired Urban Forest management planner OLD BUSINESS: A: Tree Tags Donna was not present at the meeting. Bill gave a summary of tree tag history and encouraged Donna to continue work being done on updating the tree tag program B; Other cities tree codes Bill stated he hadn't been able to move forward very much on this project but will continue to explore what other Cities are doing with their tree codes. Deb Powers commented on her experience at the city of Redmond with theirs. Diane also commented on our tree code update. NEW BUSINESS: A: Participation in Arbor day planting Debra Dill commented the city will be running this project and it will be concentrated around the Edmonds Marsh approximately 200 trees will be planted. The city is footing the entire bill for the trees where the Tree Board has contributed money for purchase of trees in the past few years. Tree board members are urged to show up for Planting on October 23. B: Joe Scordino was not available for the meeting to discuss the Students Saving Salmon activities. C :Edmonds Elementary new activities Barbara stated that lack of water in the area prohibits other activity at the school at this time. D: Other ideas form tree Board members Discussion around the Zoom meeting intrusion at the last meeting. Tree Board Zoom meeting has been upgraded to Webinar Zoom thus giving the meeting host control over who is allowed to attend the meeting giving more security. TREE BOARD MEMBER COMMENTS Bill will be note taker for the November and Diane will take notes in December. Frank, Doug and Barbara will not renew their membership at the end of their term ending December 31, 2021 Ross will not be at the November and December meeting as his work takes him to Europe at that time. Suzanne introduced the idea to have a downtown tree walk to be held sometime in the summer of 2022, Discussion followed and several members encouraged moving forward with this idea next year. Suzanne asked if a consultant will be hired for the Tree City USA award application. It was indicated that won't Happen and Urban forest Planner will take on that task. Kernen talked about the impact the newly adopted tree code has been on new housing developments taking place in the city. Both the city planners and developers are sorting out the new code, how it applies and what the affect will be.
