Previous Council Action Narrative In memory of Jim Haines, his family contacted the City earlier this year with an offer to donate tidelands in Meadowdale. This tidelot is .46A and located at the 165th Street level. The family has donated tidelands in the past at 162nd Steet, just south of the Haines Fishing Wharf which was established by Jim's father, Herbert F. Haines, in 1939. The family is well known in Edmonds for their generations of community involvement in politics, culture, education, the church, and Stevens Memorial Hospital. Councilmember Nordquist said Jim Haines at one time was an Edmonds City Council member, as well as a member of the Planning Commission. Councilmember Nordquist said the City Attorney has said it would be best to have an outside agency perform an environmental assessment for the city's protection. It was noted the property is appraised at $21,500 and the preliminary assessment is estimated to cost $1,645 and the phase I site assessment is estimated to cost $3,726 (the $1,645 is an element of the $3,726). Councilmember Dwyer said since the most likely use of the property will be park land, asked if this is an expenditure that would be eligible to be paid out of Fund 125, and if so, is there money back on the 125 Fund after obtaining the Grant for the Anderson Purchase. Mr. Housler replied yes to both questions.
