OWNER'S INFLATION PROTECTIVE INDORSEMENT NO. 3
The Company, recognizing the current effect of inflation on real property valuation and intending to provide
additional monetary protection to the Insured Owner named in said Policy, hereby modifies said Policy, as follows:
1. Notwithstanding anything contained in said Policy to the contrary, the amount of insurance provided by
said Policy, as stated in Schedule A thereof, is subject to cumulative annual upward adjustments in the man-
ner and to the extent hereinafter specified.
2. "Adjustment Date" is defined, for the purpose of this Indorsement, to he 12:01 a.m. on the first January 1
which occurs more than six months after the Date of Policy, as shown in Schedule A of the Policy to which
this Indorsement is attached and on each succeeding January 1.
;,. An upward adjustment will be made on each of the Adjustment Dates, as defined above, by increasing the
maximum of insurance provided by said Policy (as said amount may have been increased theretofore
under the terms of this Indorsement) by the same percentage, if any, by which the United States De-
partment of Commerce Composite Construction Cost Index (hase period 1967) for the month of September
immediately preceding exceeds such Index for the month of September one year earlier; provided, however,
that the maximum amount of insurance in force shall never exceed 175% of the amount of insurance
stated in Schedule A of said Policy, less the amount of any claim paid under said Policy which under the
terms of the Conditions and Stipulations, reduces the amount of insurance in force. There shall be no annual
adjustment in the amount of insurance for years in which there is no increase in said Construction Cost Index.

Pursuant to your request, we have prepared a very preliminary estimate of cost
of an additional alternate plan for additional water storage to serve the downtown area
of Edmonds, which plan would consist of an underground reinforced concrete reservoir
situated in Yost Park southerly of the proposed swimming pool.
The estimated cost of a one million gallon covered reservoir, including exca,ia---
t ion and backf i I I , and the necessary -re I•ated water pipelines is tabulated as follows:
a. 1.0 MG Covered Concrete Reservoir, complete . . . . . . . . . $175,000
b. Related pipelines including approximately 400 I.f. of 8"
diameter fill line, approx. 250 I.f. of 8" diameter drain
line, approx. 1,800 I.f. of 15't supply main to existing
tank at 10th and Maple, together with valves, fittings

The tank positioning required to secure the proper water surface elevation,
and the location of the new water lines necessary to connect into the existing system
are indicated on the attached sketch map.
It appears very doubtful to us. -that the very high cost of the plan analyzed
herein, as compared to other alternative plans previously discussed, can be justified
by the limited aesthetic gains which would be achieved. An expenditure of perhaps an
additional $10,000 more -;-han the cost of the standard tank contemplated under Plan F
as discussed in our letter of March 14, 1972, would embellish its appearance to a
degree that the City administration could be pleased to exhibit it to interested
visitors, and perhaps have little reason to regard it as a detriment to Yost Park.
