Dear Ms. Martin,
HWA GeoSciences Inc. (HWA) is planning to drill three boreholes at various locations in
support of the Phase 11 & 12 Waterline Replacement project. Borehole drillings will be
performed along 74th Ave W, 180th St SW, Olympia View Dr. Locations of the boring sites are
shown on the Vicinity Map, Figure 1. All drilling work will be performed within the City of
Edmonds right of way.
We have generated this narrative to convey the specifics of our proposed geotechnical
exploration plan to the City for approval and right of way use permit. Traffic control plans,
developed using WSDOT Work Zone Traffic Control Guidelines, are also included in this work
plan.
SCOPE OF WORK
We understand that the City of Edmonds (City) is planning to replace segments of water
pipelines at various locations within the city as part of its Phase 11 & 12 Waterline Replacement
Projects. Eight sites have been identified for waterline replacement. In addition to the waterline
replacement, there are also three interties that need to be upgraded. The upgrade will involve
placement of large meter vaults and will require geotechnical boring at each site. The sites
requiring geotechnical boring are:
• Intertie IT02 - on 74th Ave W near intersection with 2081h St. SW
• Intertie IT03 — on Olympic View Drive approximately 170 feet west of intersection with
73rd Ave W
• Intertie IT04 — on 180th St SW near intersection with Olympic View Drive
Exploration work will consist of drilling one borehole to minimum depths of 15 feet at each
intertie site to assess the subsurface soil and ground water conditions. The borings will be

conducted on the asphalt pavement. Borehole location and proposed traffic control plans for the
three sites are shown on Figures 2A through 2C. All work will be conducted within the City of
Edmonds Right of Way. The proposed boring locations may be adjusted in the field to be at least
4 feet away from underground utilities.
DRILLING PROCEDURE
The geotechnical borings will be advanced by Environmental Drilling Inc. of Sammamish,
Washington sub -contracted to HWA, using a truck mounted drill rig. The borings will be
advanced into the ground using the hollow -stem auger drilling technique. Standard Penetration
Test (SPT) sampling will be performed in the boreholes at desired intervals. Representative
portions of soil samples obtained by SPT will be sealed in plastic bags. These soil samples will
be then returned to our Bothell, Washington, laboratory for further examination and testing. Soil
cuttings ftom the borings will be placed in steel drums and transported off site for disposal.
A geotechnical engineer or a geologist from HWA will log each exploration and record all
pertinent information including sample depths, stratigraphy, soil engineering characteristics, and
ground water occurrence at the time of drilling. Conducting the drilling operation will typically
require an approximate work area of 12 feet by 40 feet and a staging area of 10 feet by 40 feet
RESTORATION
After drilling is completed to the final depth at each location, the borehole will be abandoned
using bentonite chips in accordance with Washington State Department of Ecology requirements,
and any cuttings at the surface will be drummed and hauled off -site. The roadway surface will be
patched with Aquaphalt 6.0 water activated cold patch.
DURATION OF WORK
HWA proposes to conduct the drilling exploration work between the hours of 9:00 AM to 5:00
PM. Assuming the tentative work hours are approved, we expect that the drilling work will take
one workday. HWA will schedule the drilling work within two weeks of obtaining the permit
and from approval of this exploration.
TRAFFIC CONTROL PLANS
Traffic control plan for the proposed explorations was developed using the MOT Work Zone
Traffic Control Guidelines M54-22.05 (2014) and in accordance with FHWA MUTCD (2009).
The roadway at the 74' Ave W and 180th St SW sites has two lanes and is a low speed area. The
completion of the borings at these two locations will require a shoulder closure. We propose to
implement the WDOT shoulder closure -low speed standard plan, as presented on Figure 2A and
Figure 2C. Pedestrian access along the sidewalk with be maintained and no flaggers are
anticipated.
The roadway at the 180th St SW location has three lanes with a center turn lane. The completion
of the boring at this location will require partial closure of the west bound lane with channelizing

devices used to divert west bound traffic through the center turn lane. Two-way traffic will be
open throughout the drilling operation. We propose to implement a standard traffic control plan 2
lane roadway with center turn lane closed, as shown in Figure 2B Pedestrian access along the
sidewalk will be rerouted to the opposite side of the roadway. No flaggers are anticipated.
Notes attached to the traffic control figures provide details pertaining to the site -specific features
of this project. Figures 2A through 2C show the perimeter of the proposed work and staging area
for each borehole. All signage will be placed prior to entering the roadway.
Spotters will be present while the drill rig moves from the staging area to the exploration site to
prevent interference with pedestrians. Cones will be placed around the drill rig and work area at
exploration sites to keep pedestrians a safe distance away from the work zone.
