I STJ March 9, 2021 Alex Kocharov 1417 Olympic Ave. Edmonds, WA 98026 Subject: Hazard Tree Removal (CRA2021-0022) Dear Mr. Kocharov, You recently contacted the City of Edmonds about the removal of a Douglas fir tree from your parcel. The tree is located southwest of your house in an area adjacent to Northstream Creek. The stream is a critical area pursuant to Chapters 23.40 and 23.90 of the Edmonds Community Development Code (ECDC). Generally, the removal of trees or vegetation within a critical area or critical area buffer is not an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to ECDC 23.40.220.C.8. Normal maintenance of vegetation is an allowed activity in critical areas. "Normal maintenance of vegetation" is defined as "removal of shrubs/nonwoody vegetation and trees (less than four -inch diameter at breast height) that occurs at least every other year. Maintenance also may include tree topping that has been previously approved by the city in the past five years." In this case, the fir is larger than 4" DBH so tree hazard evaluation is required. The report provided from certified arborist Thomas Boyce indicates that the fir has "a root disease and a wood rot fungus." The recommended method to mitigate the hazard is removal to a snag. An exemption for tree cutting is granted with the following conditions: 1. Only the identified Douglas fir may be cut. It must be left as a wildlife snag approximately 12 feet in height. 2. Should it be necessary to stage any equipment in the City right-of-way, the contractor must obtain a right -of way construction permit from the Engineering Division prior to doing the work. A traffic control plan is required with the right-of-way permit application. 3. The downed wood may be left onsite or removed. 4. Two replacement trees of a species native to the area must be installed near the removed trees within one year of the tree cutting activity. Evergreen species must be a minimum of 6-feet in height while deciduous species must be a minimum of one to two inches diameter at breast height (DBH) consistent with ECDC 23.40.220.C.8.b.iv. 5. After the replacement trees are installed, provide staff with photos of the installed trees or call for an inspection. The trees were approved for removal. Those tree's roots were compromised by the year round North Creek eroding the root systems making them vulnerable to wind throw. After trees # 1,2 were removed Alex Kochorav cleared the brush and English Ivy exposing the trunk of tree # 3 (see pictures) revealing the extraordinary loss of sap. This is a common symptom of a root disease and a wood rot fungus. Recommendation Remove tree # 3 Douglas Fir to ensure safety and liability. The tree sump should be left intact as a habitat snag tree . Mitigation planting as required by Edmonds City code. Trees have already been planted to offset the removal of trees # 1,2. History A Cedar tree from the neighbor's western property recently fell on the Kocharov home damaging a deck and hitting the roof. Another neighbor's western property tree top broke and landed on the Kocharov residence two years ago in high winds. Four years ago a Douglas Fir tree to the west infected with Laminated Root Rot (Phellinus weirii) was removed as a preventive measure to ensure safety and liability. Observation Two Douglas Firs (see pictures) near the southern Kocharov property line have some visible trunk rot indicating fungal root rot. The two trees are numbered (see site map) are #1, #2. The two trees are growing within 10 feet of North Creek , a year round creek, that is constantly eroding and undermining the root system to the north making the trees more vulnerable to windthrow. The prevailing winds usually come from the south / southwest with severe wind gusts up to 75 miles an hour in this Edmonds microclimate capable of damaging perfectly healthy trees. I have identified the two Fir trees with green surveyor tape. When these trees uproot they can easily hit the Kocharov house. The trunks could left as habitat trees. Mitigation Planting Replant with native plant material as required by the City of Edmonds Planning code.
