According to published standards, when locating small wireless facilities in the rights -of -way, wireless providers shall site their facilities pursuant to the adopted siting preferences which are expressed in descending order, starting with the most preferred. ECDC 20.50.130(B). Wireless providers may not descend to a lower preference in the list until they have showed that the higher preference is not feasible. ECDC 20.50.130(B); ECDC 20.50.070(G).
