I. INTRODUCTION
The proposal is to locate a small wireless communications facility on a replacement
wood utility pole owned by Snohomish County PUD at Location Preference 4, as
described in the December 17, 2021, resubmittal and June 14, 2021, original
application packages, attached.

II. REVIEW
Part I. Wireless Communication Facilities Permit Application
The City has reviewed the December 17, 2021 wireless communication facilities permit
resubmittal application package, comprised of: response letter, construction drawings,
photo simulations, and code compliance narrative. Per applicant email submission dated
December 17, 2021, all referenced attachments not included on December 17, 2021, are

unchanged from the original application submitted June 14, 2021. The application
resubmittal and original application (collectively, "the application") are incorporated
into this permit by this reference and are part of this permit, regardless of whether they
are attached.
Part II. Right -of -Way Construction Permit Application
The application was reviewed in combination with right-of-way construction permit
application #ENG2021-0218, which included a traffic control plan. The proposed facility
location is located within the City right-of-way and requires use of the right-of-way to
complete the desired installation. As such, and consistent with Edmonds Community
Development Code (ECDC) 20.50 and Title 18, a right-of-way construction permit is
required prior to performing any work within the city right-of-way. The right-of-way
construction permit application #ENG2021-0218 is incorporated into this permit by this
reference and is part of this permit, regardless of whether it is attached.

Part I. Wireless Communications Facilities Permit
The application establishes that the proposed installation at Location Preference 4
complies with the city's aesthetic requirements and design standards codified in ECDC
20.50, subject to the following conditions:
1. Reduce the size of the equipment enclosure from 4.442 cubic feet to a maximum
size of 4.0 cubic feet and mount it no more than 6 inches from the pole to comply
with ECDC 20.50.130.D.4.b: "To the extent technically feasible, antennas and
equipment located within a unified enclosure shall not exceed four cubic feet ...
The unified enclosure may not be placed more than six inches from the surface of

the pole, unless a further distance is technically required and confirmed in writing by
the pole owner." The size of AT&T's proposed unified enclosure depicted on sheet
A-6 is 4.442 cubic feet. If a maximum size of 4.0 cubic feet is not technically feasible,
please so indicate in a declaration.
2. Reduce the total number of conduit that will be on the pole to comply with the
three conduit maximum of ECDC 20.50.130.D.4.d: "The number of conduit shall be
minimized to the number technically necessary to accommodate a small wireless
facility and shall not increase the number of conduit on an existing pole to more
than three conduit." AT&T's proposal shows three new conduit plus an existing
conduit for a total of four. Either combine the two 1.5 inch conduit into one, work
with SNPUD to combine conduit, or otherwise reduce the number of conduit to
comply with the code.
3. Reduce the size of the 18-inch standoff brackets so that the bracket is the minimum
size necessary to accommodate the conduit and required PUD buffer. ECDC
20.50.130.D.4.e: "The visual effect of the small wireless facility on all other aspects
of the appearance of the wooden pole shall be minimized to the greatest extent
possible."
4. The replacement pole shall be located to comply with the applicable laws referenced
in ECDC 20.50.130.C.4: "Replacement poles, new poles, and all equipment shall
comply with the Americans with Disabilities Act ("ADA"), city construction and
sidewalk clearance standards, and state and federal regulations in order to provide a
clear and safe passage within the rights -of -way."
Part II. Rieht-of-Wav Construction Permit
Right -of -Way (ROW) Construction Permit ENG2021-0218 has been approved, providing
authorization to physically construct/install a small wireless facility within the City right-
of-way. A separate permit document has been issued to AT& T and Mastec Network
Solutions for this purpose.
All work within the City right-of-way shall be performed prior to the expiration date
indicated on the permit (6 months from the date of issuance). In addition, it is noted
that the proposed project includes work to be performed by Snohomish County PUD
(SNPUD). Work performed by SNPUD is subject to the conditions of this permit.
