placements are numbered in order of preference, #1 being the
most preferred, as it does not encroach onto the sidewalk, and as
a very minimal space usage in a very wide turn in to the parking
lot. It seems like the most suitable. #2 would be placed to allow for
>5' of sidewalk, and no interference with waste management
