Traffic Control and Public Safety. Traffic control and public safety shall be in accordance with City regulations as
required by the City Engineer. Every flagger must be trained as required by WAC 296-155-305 and must have
certification verifying completion of the required training in their possession.
Restoration. Restoration shall be in accordance with City codes and Standards. All street cut trench work shall be

Insurance. The City may require the owner or contractor to provide proof of insurance acceptable to the City prior to
any permit approval.
Indemnification. The Applicant agrees to defend, indemnify, and hold harmless the City of Edmonds, its officials,
officers, employees, and agents against any injuries, damages, or claims of any kind or description whatsoever,
foreseen or unforeseen, including defense costs and attorney fees, resulting directly or indirectly from any act or
omission of the Applicant, its subcontractors, anyone directly or indirectly employed by them, and anyone for whose
acts or omissions they may be liable, arising out of, related to, or by reason of the granting of this permit; and
specifically including but not limited to all loss by the failure of the Applicant to fully or adequately perform, in any
respect, all authorizations or obligations under the permit. These indemnification requirements shall survive the
expiration, revocation, or termination of any resulting permit approval.
Acceptance of terms, conditions, and requirements. Applicant accepts the terms, conditions, and
requirements set forth in this Application and agrees they apply to any resulting permit and shall comply with them to
the satisfaction of the City Engineer. Applicant further agrees to comply with the conditions listed on the Submittal
Requirements; with all applicable city ordinances, including but not limited to ECDC Title 18; and with all applicable
requirements of state and federal law.

Landau Associates (Landau) is requesting review and approval of the attached right-of-way (ROW)
permit application and traffic control plan for the City of Edmonds proposed Phase 10 Sewer
Replacement Project. Mike DeLilla is the City's project manager for this project. Landau plans to
advance three shallow auger borings at the locations shown on the attached figures to evaluate the
subsurface conditions along the project alignments.
Landau has tentatively scheduled drilling for May 18 through 19, 2022. Drilling will occur between
approximately 8:00 a.m. and 5:00 p.m. Google Earth figures are attached which show the approximate
work locations. The actual locations of the borings may vary somewhat as their final positions will be
determined based on underground utility checks, which will be conducted prior to drilling.
A truck- or track -mounted drill rig equipped with hollow -stem auger will occupy each of the work
locations for approximately 2 to 3 hours. State licensed traffic control flaggers, along with appropriate
traffic control devices will be provided when the drilling activities impact traffic. Traffic control
devices will include standard "Road Work Ahead," "Left Lane Closed Ahead", "Be Prepared to Stop"
signage, traffic channelization cones, and other traffic control devices, as appropriate. The borings will
be located in the paved roadway area or in the adjacent parking strip. See the attached traffic control
plans for details.
Monitoring wells are planned to be constructed at each of the boring locations. Monitoring wells will
be constructed per the attached typical monitoring well construction detail.
Hard surficial materials (i.e., asphalt or concrete) will be cut with a 12-inch diameter coring machine
to allow for drill cuttings to exit the approximately 6-inch diameter boring while minimizing potential
damage to surrounding pavement. In locations where monitoring wells are installed, a flush mounted
steel monument set in concrete will be installed as shown in the attached typical monitoring well
detail. Excess soils will be hauled away and properly disposed of offsite. While Landau cannot
precisely determine boring locations at the time of ROW application, Landau will make every effort to
avoid locating borings in the traffic wheel paths.
Landau will have an emergency spill kit available during the drilling activities in the unlikely event of a
petroleum leak or spill.
