This letter serves as the notice of final decision regarding the above -referenced project pursuant to
Section 20.02.007 of the Edmonds Community Development Code (ECDC).
Timeline of project decisions
The applicant applied for preliminary short plat approval on February 12, 2021, which was granted
with conditions on June 14, 2021. Final short plat application was submitted on January 18, 2022 and
the City approved the final short plat on May 31, 2022.
According to ECDC 20.02.007.A, the affected property owners may request a change in property tax
valuation notwithstanding any program of revaluation.

20323 81st Ave W — 2 lot Short Plat
The Engineering Division has found that the subject 2-lot short plat meets the requirements
established for civil subdivision improvements in accordance with Edmonds Community
Development Code (ECDC) 20.75.
Preliminary plat approval was issued by the Planning Division on June 14, 2021 and included
engineering conditions of approval. Civil construction plans were submitted to the
Engineering Division on June 30, 2021 consistent with the conditions of approval and ECDC
20.75.120. The plans were approved for construction on December 16, 2021. While most of
the improvements have been installed and inspected, the plat construction has yet to be
completed in it's entirety. Consistent with ECDC 20.75.130, a performance bond has been
posted as surety that these improvements will be completed within 12 months following
recording of the plat. A performance bond was submitted by the developer and accepted by
the City on January 14, 2022 reflecting the total cost to construct all required improvements in
the amount of $90,610.20.
As a condition of development the subject plat will dedicate a 15-foot strip of property as
public street to the City of Edmonds along 203rd St SW. The dedication was approved by the
City Council during their March 22, 2022 meeting. Meeting minutes are attached.
Consistent with ECDC 18.30.090, a permanent access easement has been granted to the City
of Edmonds for access to the private stormwater facility located on Lot 1. Access is for
inspection purposes to ensure that stormwater facilities are properly operated and maintained
in accordance with City of Edmonds Code.

problem of homelessness but was very concerned about it for citizens and children as well as the problem
with discarded needles. She referred to an assault of a hospital employee which is evidence of the crime
in that area. She feels sorry for people who are experiencing homelessness but a way will need to be
figured out to move them somewhere where a better eye can be kept on them. She hoped Edmonds would
not become Ballard or Seattle.

2022 PARKS, RECREATION & OPEN SPACE (PROS) PLAN
Parks, Recreation., Cultural Arts & Human Services Director Angie Feser explained this is the
continuation of last week's public hearing. She suggested reopening the public hearing and allowing
public comments to continue.
Mayor Nelson resumed the public hearing for the PROS Plan, noting this was a continuation of the public
hearing for people who had not yet spoken.
Scot Simpson, Edmonds, said Shell Creek runs through Yost Park and there is the potential to have
salmon in Shell Creek. Currently fingerling coho are released in Shell Creek and they make it to Puget
Sound but are unable to make it back because of a manmade waterfall downstream on private property.
The owner has been told it could be replaced with step ponds at no expense to him through grants but he
has been uncooperative. Former Councilmember Dave Teitzel tried to speak to him but he would not
entertain a conversation. The only way possible for this situation to be resolved is for a group of citizens
interested in having salmon as their neighbors to approach this person. He requested the council and the
city support this effort by adding the following in addition to 411 in the PROS Plan revision table, "Assist
citizens in their efforts to have the dam blocking salmon in Shell Creek removed." He invited anyone
interested in supporting SOS (Save Our Salmon) to contact him at Simpson.scot@gmail.com.
Joe Scordino, Edmonds, referred to numerous written comments he and others have submitted regarding
the PROS Plan; the clear bottom line in all the comments is that the draft plan is not ready for council
approval. The citizens of Edmonds deserve better planning, management and accountability on the
