WAIVER REQUEST FOR OMITTING ENERGY CODE COMPLIANCE FORMS AS A SUBMITTAL DOCUMENT

The scope of work of adding a new air conditioning unit to serve a telecom equipment room/shelter is only governed by a couple of
requirements in the 2018 Washington State Energy Code:
• C403.3.2.4 Packaged electric heating and cooling equipment. Packaged electric equipment providing both heating and cooling with a total cooling capacity greater
than 6,000 Btu/h shall be a heat pump. Exception: Unstaffed equipment shelters or cabinets used solely for personal wireless service facilities.
• C403.5 Economizers. Air economizers shall be provided on all new cooling systems including those serving computer server rooms, electronic equipment, radio
equipment, and telephone switchgear. Economizers shall comply with Sections C403.5.1 through C403.5.5. Exception: Economizers are not required for the
systems listed below:
11. Equipment used to cool any dedicated server room, electronic equipment room or telecom switch room provided the system complies with Option a, b or c
in the table below. The total cooling capacity of all fan systems without economizers shall not exceed 240, 000 Btu/h per building or 10 percent of its air
economizer capacity, whichever is greater. This exception shall not be used for Total Building Performance.

The 2018 WSEC mechanical compliance procedure is now web -based. We have, in many instances, provided the jurisdictions with
this the results of this compliance document but those projects have been more in line with what the intent of this document was
created for. It is my opinion that this compliance procedure is unnecessary & redundant for mechanical projects of this limited scope
and I am hoping that City of Edmonds concurs with my opinion.
