Representatives of the Edmonds Lutheran Church at 23525 84 1h Avenue have been exploring, over the
last several years, options to build low-income housing on part of the church's property. In 2016, the
City Council adopted a code amendment to Chapter 3.36 (Impact Fees) EMC to allow both a 100% park
impact fee reduction and an 80% transportation impact fee reduction for low- income housing
projects. (See EMC 3.36.040.B.) A covenant or lien is required to ensure that the qualifying property
stays in low-income housing use. If the property stops meeting the requirements for low-income
housing, it may be required to pay the City the amount that would otherwise have been due for park
and transportation impact fees.
At the time of the Lutheran Church's pre -application and initial building application, a lien or covenant
form for the impact fee reduction had not been developed by the City. In fact, the Church's proposal
marked the first time an application for the impact fee reduction had ever been submitted to
Edmonds. Both the applicant and staff proceeded in good faith to submit and approve (respectively) a
building permit, BLD2017-1842 , for the project without having a specific lien or covenant for the impact
fee reductions. Meanwhile, City staff and attorney worked together to prepare a draft template for the
lien/convenant. The template was completed in early May of 2018 and sent to the applicant. Within a
week of receiving the template, the applicant prepared information to include in the document,
referenced the appropriate low-income threshold under HUD guidelines, signed the lien/covenant, and
submitted it to the City. Shortly after this, staff realized the print margins of certain pages technically
did not meet county requirements for document recording and some formatting would have to be re-
done. Clearly, the applicant had met the intent of the code and could be expected to fix the format and
bring back a recordable document,
While the payment of impact fees are typically required at time of building permit issuance, the
lien/covenant template was not ready in this case and he applicant was eager to move the project
along. Regardless, EMC 3.36.040.D authorizes the department director to determine whether a
particular development activity falls within an exemption identified in the impact fees chapter.
Even though the formal claim for recognition as a low income project was not a part of the original
application as required by the code, it has been apparent that this project has been planned for low-
income housing even from the applicant's earliest conversations with the City. As the department
director, I find that the project proposed by the Lutheran Church for low-income housing meets the
criteria for an exemption under EMC 36.040.B.
The status of this project with regard to low-income tenants will need to be monitored over time. The
building permit has been conditioned to require the submittal of a properly formatted lien/covenant
which shall continue to be in effect until the City deems otherwise.

As the Project Manager for Edmonds Lutheran Church for the low-
income housing project with Compass Alliance I am writing you re-
garding the impact fee for the new modular studio apartment unit
we are placing on our property located at 23525 84' Ave W, Ed-
monds.
The purpose of this freestanding structure is to provide affordable
housing for a low-income member of the community. While the rate
for this new unit could be set at the prevailing market rent rate, we
are committed to set the monthly rent — including utilities, and other
charges — not to exceed 30-percent of the household's monthly in-
come. In return for this commitment to maintain this unit as an af-
fordable housing for low-income renters, we would like to request
the impact fees assessed by the Edmonds Community Develop-
ment Code Chapter 3.36, be designated as low-income housing.
We are committed to maintain the low-income housing definition
and rent structure for 1 0-years from date of occupancy.

modifying any existing fire lane.
Fire Lanes must:
1) Be a minimum unobstructed width of 20 feet and minimum unobstructed vertical clearance of 13
feet, 6 inches. *Fire lanes shall be a minimum of 26 feet wide in the immediate vicinity of any
building over 30 feet in height above grade. Such fire lanes shall be located a minimum of 15 feet
and a maximum of 25 feet from the building.
2) Provide Fire Department access to within 150 feet of any portion of an un-sprinkled building. In
buildings that provided with an automatic sprinkler, access may be increased, at the discretion of
the Fire Marshal.
3) Provide Fire Department access to all on -site fire hydrants and fire department connections (FDC)
for sprinkler and standpipe. A hydrant must be located to within 25' of a fire department
connection.
4) Have adequate turning radius to allow maneuvering of fire apparatus: inside radius 25 feet;
outside radius 45 feet.
5) Be circulating or have an approved turn -around if over 150 feet long. Have grades of no more
than 12%.
6) Be paved with asphalt or approved equivalent and be capable of supporting the imposed loads of
fire apparatus.
7) Be marked with words "FIRE LANE — NO PARKING." Words to be painted on the pavement
inside the lane. Letters to be a minimum of 12" high, 2" stroke, yellow in color, and alternately
spaced every 50 feet.
8) Have perimeter striping/curbing to delineate the boundaries of the Fire Lane. Striping to be a
minimum of 4 inches wide and striping/curbing to be yellow in color.
9) When required by the Fire Marshal, signs shall be used in addition to or in lieu of striping.
Signs, when approved, shall meet the following requirements:
a) Size- 18" high x 12" wide (min.)
b) Mounting� Bottom of sign 48" to 60" above grade.
c) Style: Industry standard (Vulcan %7-6-9, Rainbow 01-527, EMED TC 18816 or approved
equivalent).
d) Color: Red lettering on white background
e) Spacing- 50' between signs or as required by Fire Marshal.
10) Fire lanes shall be established by these requirements to provide access to buildings during
construction, alteration or demolition.
Fire Code Supplemental Rules and Regulations are designated interpretations of the adopted International Fire Code, Edmonds Community
Development Code and national standards allowed by IFC 102.7,102.8 and 102.9 and ECDC 19.25 which provide specifics and details to aid in

Manufactured Coaches
Date: 6/9/2015
Issue: The following method shall be used for assessing permit fees for manufactured
coaches, including factory assembled structures used as office or storage buildings,
portable classrooms, detached restrooms, mechanical buildings, etc.
Within the Development Fees table, the current fee listed for Manufactured Coach -
Commercial is $450. This fee will generally cover the plan review and inspections for the
most basic of installations, such as a single -wide coach with simple tie -downs, utility
connections and stairs, with no additional site work involving ramps, parking alterations,
or the like. For installations involving more than the basics, fees should be assessed in
addition to the coach fee as applicable.
Manufactured Coach -Commercial $450(or as shown in current Fee schedule)
Concrete foundation may be entered according to valuation based on square
footage, and using a valuation adjustment factor of up to 10% OR based on the
expected number of inspections for the foundations and footings multiplied by the
current hourly rate. (In Permit Trax, this should be entered as "B-Building
Permit - Inspection Fees" and state the quantity of inspections.)
Additional ramps and stairs shall be entered according to valuation based on
square footage.
Additional anticipated inspections for marriage line connections, structural,
plumbing, etc. shall be estimated, tallied, and assessed at the current hourly rate.
Any related Planning or Engineering fees shall be assessed as applicable.
