Attached is a detail, sent to me from the contractor, in response to the request you sent:
"I have reviewed the building plans for the above referenced project located at 601 Main St. in Edmonds and
have one comment regarding the proposed fence. The maximum fence height is 6 feet for a fence, however per
ECDC 17.30.035.C.2 you may have a 2 foot trellis provided on top of the 6 fence as a decorative element along
a street but the trellis needs to remain free of any plantings, vegetation or other visual obstruction."
Could we change to fence to 6' and would this detail be sufficient to satisfy what you need?

I see no issue with submitting a "generic/simple" sketch for a-6 foot tall fence- perhaps something you've used
on pa t drawings or something simple you can draw like the sketch below that I found quickly on line. Hope Lis

We confirm our understanding that a fence must comply with the 6' height limit along the west
boundary, and a 2'trellis is an option.
Since we will be renting to a residential tenant initially, we may leave the berm and two existing parking
spaces for now, rather than remove the berm to add a third space and a fence.
Notwithstanding, we should get approval for the fence and a third parking spot with thit perMit. Then if
we wait more than a year to build it, we would have to renew the permit, which wouldn't be the worst
thing. (I'm holding out hope we may be able to collaborate with our neighbor to get angle in parking on
our west boundary & their east boundary, benefiting both properties. That would require removing the
berm & adding the fence.
In the meantime, can we confirm the fence specs with a note on the site plan & Ryan could do an
informal sketch if required for the permit?

for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter. Items that recur on this list appear in italics.
A complete review cannot be performed until the revised plans/documents, includini! a
written resvonse in itemized letter format indicatiny, where the 'clouded' or otherwise

Coordinator.

This building plan review cannot be completed until we receive the following items:
General:
1. It appears that this spaced is to be utilized as a B occupancy. Please provide on the plans the
intended occupancy as defined in chapter 3 of the 2015 International Building Code.
2. An occupant load of 7 is noted on the plans but how that number was calculated was not
identified. Please identify on the plans the use of space and type of seating, fixed or unfixed.
3. Indicate on the plans the restroom meeting the requirements of IBC Table 2902.1/1109.2
and ICC A 117.1-2009 section 604. The public shall have access to the accessible restrooms
at all times that the building is occupied.
4. It appears that kitchen facilities are indicated on the plans. The kitchen facilities are required
to be accessible in accordance with IBC 1109.4. Please indicate the required accessible
provisions in accordance with ICC Al 17.1-2009 section 804 on the plans. Furthermore; the
"range" will be required to have exhaust provisions. Indicate on the plans the type of hood to
be provided as identified in Table 507.1.2 and the CFM rating.
5. Clarify on the plan the represented placement of the water heater serving the lavatory. It
does not appear to meet the maximum piping length per Washington State Energy Code
(WSEC) Table C404.3. 1. Utilization of an instantaneous water heater for the lavatory is
typically proposed to avoid having to install a tank -type water heater in the same space and
still meet the accessibility requirements of ICC Al 17.1-2009
6. The door hardware does not appear to be noted on the plans. The door hardware is required
to comply with ICC A 117.1-2009 section 404.2.6. Please indicate on the plans.
7. Signage for both the public restroom and exit requires tactile exit signage in compliance
with ICC Al 17.1-2009 chapter 7. Please indicate the location of the signage on the plans.
Provide as part of a complete building permit application submittal 2015 Washington State
Energy Code (WSEC) 'Compliance Forms for Commercial Buildings including R2, R3, R4
over 3 stories and all Rl' as required for the selections noted on the 'Interior and Exterior
Lighting Alterations' section of the WSEC Lighting Summary — LTG -SUM — supporting the
compliance of a proposed installation. The completed forms must include 'LTG -SUM',
'LTG-INT-SPACE' or'LTG-INT-BLD' as applicable, and 'LTG-CHK', at a minimum. A
'lighting plan', representing the proposed lighting installation, along with a 'lighting fixture
schedule' that includes the lighting fixture wattage and a lighting control narrative, must be

permitted to change and must be followed correctly. If the truss
manufacturer requests to change, in part or in whole, the layout

requires new engineering calculations and must approve the
changes prior to the installation of the roof sheathing.
Exterior and bearing wall studs may be notched <25% and bored
<40% of the stud width. Non -bearing wall studs may be notched
<40% and bored <60% of the stud width. Any bore located <5/8"
from the stud face is considered a notch. Rafters and joists may
be notched in the outer thirds of the span with a maximum notch
depth 1/6th and a notch width 1/3rd the depth of the member.

member no closer than 2" to each edge or to another bore. Top

weather-stripped and insulated to a level equal to the surrounding

Attic ventilation openings shall not be less than 1/150 of the area
of the space ventilated. It may be reduced to 1/300 if at least 50

A 30"00" level working space shall be provided in front of the
control side to service appliances. In attics and underfloor areas,
a passageway a minimum of 30 inches high and 20 inches wide
traveling not more than 20 feet from the access shall be provided.
A 24 inch wide solid pathway shall be provided in attics. A
switch -controlled luminaire is required at the passageway opening
and a receptacle outlet at or near the appliance. A means of
electrical disconnect is required within sight of the appliance or
the breaker is to be capable of being locked in the open position.

Provide the combustion air required for the proper operation of the
appliance(s). The minimum required volume per the standard
method is 50 cubic feet per 1000 BTU/hr. Where exhaust fans,

appliances shall not be located in sleeping rooms, bathrooms,

damper and no screen. The dryer duct shall be a minimum
.016-in. (27 ga.) thick, a minimum 4 inches in diameter, have a
smooth interior finish, have sections joined with the insert end in
the direction of airflow without the use of fasteners, be supported
at 4 ft. intervals, and secured in place and protected by nail plates
that extend 2" above/below bottom/top plates. The joints shall be
sealed with UL181A listed mastic or tape. Dryer duct maximum
lengths are 25 ft. for electric and 35 ft. for gas with deductions for
fittings (or sized/length per manufacturer). If concealed, the

Hydronic heating system piping shall be tested at 100 psi water
pressure or I V2 times the operating pressure, whichever is greater,
for a minimum of 15 minutes. Piping embedded in concrete shall
be pressure tested prior to the placing of concrete and be
maintained at operating pressure during concrete placement. The
test must be observed by the Building Inspector prior to concrete
placement. Note: a means of providing outdoor air per IRC
R303.4, M1507 and IMC 403.2 is required. IMC 1208 - 1209
Refrigerant circuit access ports located outdoors shall be fitted
with locking -type tamper- resistant caps.

Fixtures installed on a floor level that is lower than the next
upstream manhole cover of the public or private sewer shall be
protected from backflow of sewage by installing an approved type
of backwater valve. Fixtures on floor levels above such elevation

Water heaters installed in attics, attic -ceiling assemblies,

damage may occur from a leak, shall be installed in a watertight
pan made of corrosion -resistant materials. The pan shall have a
minimum3/4" drain and the drain shall terminate in a visible
location. The drain cannot empty into the crawlspace beneath a
building. Discharge from a relief valve into a water heater pan

Access will be required for the whirlpool/jetted tub pump and the
tempering valve for all tubs. The tempering valve may also be

of encompassing a 30 inch circle. The shower receptor shall have
a finished dam, curb, or threshold between 2" and 9" above the
top of the drain. The floor of the shower shall slope a minimum of

and shower seats shall be sloped, extend upward 3" above the
horizontal surface, and over the top of the dam or threshold.
Shower receptors shall be tested by filling with water to the top of
the rough threshold while plugged at the drain. Protect the weep

nails or equivalent drywall screws and the structural elements supporting
the ceiling protected with V2 gypsum wallboard. Enclosed accessible space
under stairs shall have walls, under -stair surface and any soffits protected
on the enclosed side with 1/2" gypsum wallboard. Water resistant gypsum
shall not be used as a tile backing board where there will be direct
exposure to water, or in areas subject to continuous high humidity

Fireblocking shall be provided to cut off all concealed draft openings (both
vertical and horizontal) and to fon-n an effective fire barrier between
stories, and between a top story and the roof space. Fireblocking shall be
provided in wood -frame construction in the following locations:
1) In concealed spaces of stud walls and partitions, including furred spaces
and parallel rows of studs or staggered studs as follows:
1. 1 Vertically at the ceiling and floor levels.
1.2 Horizontally at intervals not exceeding 10 feet.
2) At all interconnections between concealed vertical and horizontal spaces
such as occur at soffits, drop ceilings and cove ceilings.
3) In concealed spaces between stair stringers at top and bottom of the run.
4) At openings around vent, pipes, and ducts at ceiling and floor level,
with an approved material to resist the free passage of flame and products
of combustion. For additional requirements see IRC 302.11
Draftstops shall be installed in combustible construction where there is
usable space both above and below the concealed space of a floor/ceiling
assembly, so that the area of the concealed space does not exceed 1.000 sq.
ft. and shall divide the space into approximately equal areas. Where the
assembly is enclosed by a floor membrane above and a ceiling membrane
below, draftstopping shall be provided in floor/ceiling assemblies under
the following circumstances:
I.Ceiling is suspended under the floor framing.
2.Floor framing is constructed of truss -type open -web or perforated
members.
Draftstopping materials shall not be less than 1/2 inch gypsum board, 3/8
inch wood structural panels or other approved materials adequately
supported and installed parallel to the floor framing membersIRC R302.12
ADDITIONAL REQUIREMENTS
Height verification shall be done by the applicant's agent/contractor and
observed by the Building Inspector on site. The agent/contractor shall set
up the equipment (transit/builders level), establish the datum point, and the
point of average grade. These items must be consistent with the approved

elevation survey is required. An elevation survey consists of three
components to be conducted by a licensed surveyor. 1) Prior to
construction, the surveyor shall establish average grade as specified in
ECDC 21.40.030, and shall establish a reference datum point that will be
undisturbed and can be freely accessed. 2) The surveyor shall locate the
elevation of the first floor prior to the City under -floor inspection. 3) A
final letter of height confirmation shall be provided upon completion of the
