Permit Cover Letter for Residence located at 22121 95 th Place West, Edmonds WA 98020 This home was built in the early 1950s, and in 1994 went through the Snohomish County Building Permit process for a remodel. Plans were drawn up by an architect and structural engineer, and the permit was issued by the county, and most work was completed by 1996. Many documents from this work are included in this new permit application, however, the permit card has been lost. The scope of the remodel work includes the remodel of the original home, and an addition of a new kitchen, family, dining, powder room, and a second floor master bedroom. Steve Farrell, of Krekow-Jennings, a prominent NW homebuilder is the former owner who did the work, and provided the following information: Mr. Farrell recalls that the framing, electrical and plumbing rough - in were all inspected and signed off. None of the final sign -offs were done, even though most of the work is completed. Upon informal review with Building Official in December 2018, his, advice was to submit a new permit application with as much documentation as possible of past permit activity and definition of' energy code proposal. Because the 1995 window package probably cannot meet the current energy code, we are proposing to compensate with an air test, increase insulation is ceiling, possibly replace the hot water heater and the furnace, and add solar panels. As I understand it the drawings were permitted by Snohomish County for a major addition to and remodel of the house in 1995. Although the work was almost all completed, the permit was never signed off at that time. I understand that the owner is now interested in completing the permit process and getting it signed off under the City of Edmonds that is now the governing jurisdiction for their property. have evaluated the drawings in light of what was permitted and changes that have happened in the building codes since the original application. Observations The work was permitted in 1995 ' so probably under the 1994 UBC (Uniform Building Code) - although possibly the 1992 UBC that was still in force in many parts of the state through most or all of 1995. The current code in effect is the 2015 IBC (International Building Code) with State of Washington Amendments. Understandably there have been many changes in the code during this time including the combination of the UBC with several other regional codes to create the IBC and changes to the structural aspects of the code that have altered (among other things) include: how we calculate seismic forces, how we calculate wind forces (twice), the allowable stresses assigned to sawn lumber and glulam members and many detailed aspects of concrete design. However, the net effect for small light wood -framed structures like this house in a location like this is that the forces we design for are very close to the same. It appears to me that the vertical (gravity) framing of the house follows a fairly straight- forward and understandable load path and that none of the framing members appear under -sized. In addition the lateral (wind and seismic) load carrying systems (plywood sheathed roof & floor diaphragms and plywood sheathed shear walls) also appear to provide a complete and understandable load path in all directions. Monte is an excellent engineer and I would not question his design and recommendations. Recommendations Based on my reading of the drawings as described above, I would not recommend going to the expense of doing a structural analysis of the house. Assuming that it was constructed in accordance with these drawings it is likely that the house will substantially meet the current code for both vertical and lateral loading. I do not know if any of the structural framing is now visible or if it has been completely covered by architectural finishes, but if there is exposed framing I could conduct a site visit to confirm if it conforms to the permit drawings or if there are any other apparent structural deficiencies as a way to substantiate this recommendation.
