I agree that the comments provided by the Engineering Division are extensive on this project. We use
the intake review process to work with the applicant on submitting a set of plans that will allow for a
productive plan review when the time comes to commence a full review. We have found this upfront
effort to be in the best interest of both the City and the applicant. This eliminates the scenario where a
project sits in the review queue for an extended period only to discover at that point that we're not
even able to perform a complete review of the project.
The Building Official and I have reviewed your email and in light of the upcoming building code changes
we are willing to work through this project a little differently. The City could accept the permit
application and documents as submitted, which would allow for vesting to the current building codes,
as long as the applicant agrees to one of the following:
1. Submit revised civil construction plans within 2-weeks of City acceptance of the permit
application; or
2. Acknowledge that if civil construction plans are not revised within this timeframe, the first
round of comments produced by the Engineering Division will be limited to those comments
provided to you during the intake review.
Please let me know if find these options acceptable prior to the close of business today. If we receive
an affirmative response we will proceed with intake of the permit application and the project will vest
accordingly.
In addition, I am happy to meet with you and your team at an agreeable time next week if you would
like. Please let me know and we can work together outside this larger group discussion to set a
meeting date and time.

It is very frustrating without any clear explanation the city sent enclosed comments. I asked my civil
engineer to talk with Reviewer. But all these comments could be part of reviews. Is it possible to set up
a online meeting with JMacConnel and to find out what exactly he needs, so we can get our permit in
before code changes?
I discussed this with my civil engineer, he never encountered this before. He will call Zac to discuss, he
has discussed with him before during the design.
I wonder if it is covid effect, everyone gets nuts with all the frustrations. All things can be resolved with
plan review and we have permitted two townhomes in Seattle and SeaTac just before this.
Let me know how we can resolve this? Any detailed review can be happening after they take in the
permit. It is unbelievable, the first time I encountered these unclear comments at screening, not sure
what we do with this?

I wonder if it seems no other city requires a traffic impact form for such small 4 units townhome
projects. We have done townhomes in Seattle and SeaTac recently. We had no idea it was required
and since it was not mentioned in the city website or previous design review either until the last
minute submit online.
Also with change of code soon on Feb 1st, we try to submit before the code change. Is it possible to
waive it for such a small project or just delay it, so we can get traffic engineers to prepare it and
submit in the next round?

you apply, we will take about 48hrs to review documents. If we feel a first review can be done we
will accept the plans and invoice you. If not, we will send you back comments for corrections.
We are not sure if the new codes will take effect. Its up to the state, and the governor has not
approved a new date yet.
