Hello! We are proposing to swap out an existing heat pump at the site address 8208 182"d PI Sw. This current unit is within setback requirements. The unit is on a built up concrete pad that was poured with the driveway. I worked with Denise Nelson and Michele Szafran on the current location on the unit. I have Included my email correspondence on the location in the pages below. Michele stated the Grade of the property has changed, so the unit needs to be less than 36 inches from the original grade to be allowed in this location. The customer has provided pictures of where the original grade versus the current unit. His email response is below in the thread as well. He states the original grade is 55 inches taller than the concrete base of the heat pump. Even with our proposed unit, (4A6H5042H1000A) which is 45 inches tall, would sit below the original grade of the property. Regarding the current unit, (we probably don't need to address this with the City of Edmonds) I'm surprised that no permit was issued for the original unit at the time of install since it was part of the original construction of the home. The home was constructed and got a final inspection approved but of course I wasn't involved in any of that; the builder did everything. Regarding the unit placement, Michele clearly states that the unit needs to be under 36 inches from original grade. Enclosed are two pictures. Picture HP1 shows the top of the retaining wall (which is original grade) and also a piece of blue tape. The blue tape line on the fence post is at the same height as the top of the retaining wall. This line is 55 inches from the concrete base (which can be seen in picture HP2) so it is not even at original grade level. Michele at the City of Edmonds says that the unit can not extend 36 inches over the top of the blue line/retaining wall/original grade. Michele laid out 3 options below; we comply with option number 1 1. Verify the top elevation of the proposed unit with the original grade elevation, if less than 36" from original grade then unit may be located within the required setbacks We are way under the height limit so we're good to go! Units over 36" in height from original grade to the top of the unit are required to meet setbacks. It appears that based on Denise's response and investigation there may not have been a permit approved for the existing location and thus the unit appears to have been placed without the benefit of a permit. As noted above, the height is measured from original grade to the top of the unit, so if the site has been dug down in the location of the existing unit it's possible that the top elevation of the unit could be under 36" from the original grade and thus could be placed within the required setbacks. The attached site plans from the 2006 building permit for the home show the original grade contours, so for example, if the original grade at the location of the unit is 102 feet in the location of the outdoor unit and the top elevation point for the unit is at or below 105 feet then the unit could be considered to comply with setbacks from original grade. This applies even if the total dimension of the unit is over 36" because anything below 102 (original grade elevation) would be below grade. For new units there is a couple of options when trying to meet setbacks, either burry the unit down slightly to comply with the height/setback requirements or move into a location that meets the required setbacks. The site plan on page 3 (attached) shows a retaining wall along the eastern property boundary with the top of wall (TOW) elevations, and the TOW elevations appear to be the original grade and thus the wall is a cut wall (base of wall @ 95.5) which is below the original grade. There appears to be a couple of options in this case which are as follows: 1. Verify the top elevation of the proposed unit with the original grade elevation, if less than 36" from original grade then unit may be located within the required setbacks, or 2. If unit is greater than 36" move to a location that meets setbacks, or 3. Lower the unit to no more than 36" from original grade within the required setbacks. Regards, Michele Q. For example, I am working with a consultant on a house with a preexisting heat pump. This home has a location that was literally built for their outdoor unit, but the unit sits too close to the property line now. This is an RS-10, but the current unit sits 7 feet from the property line.
