Dear Jennifer,
This letter, as well as the resubmitted drawings and documents, are provided to
address the City's comment letter dated December 315t, 2019. We have used the
same numbering system as found in your comment letter (attached). Note that we
are responding to comments relating to site civil aspects of the project and defer to
other consultants for remaining responses.
General:
1. Right-of-way permit to be submitted by contractor.
2. Access and Utility Easement noted on plan. Documentation by others.
3. Haul route included in the notes on C2.0.
4. Plan shading has been revised on C2.0. Proposed features are not shown. Existing
features to remain are dark and existing features to be removed are shaded back.
5. Sewer revised and notes added to be cut and capped a minimum of 20' from the
proposed building.
6. Note added for water disconnection.
7. All existing utilities are shown.
8. Haul route included in the notes on C2.0.
TESC•
1. Filter fence shown on plan and detail included.
2. Construction entrance called out to utilize ex driveway. Detail included.
3. Filter sock note included.
4. Not needed. There are no significant trees or LID utility facilities on site, nor are there
any proposed.

During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details, application and other forms, and development code
may be referenced on the City website: www.edmondswa.gov under Services/Permits and
Development.
GENERAL
1) A right-of-way permit is required to perform work within the City right-of-way (ROW). A
ROW Perin it Application shall be completed by the contractor and submitted to the City
prior to issuance of the building permit.
2) If any easements exist, please show all information within the plan sets. Note AFN's for
existing easements and/or recording documents for proposed easements as applicable.
TA3) Show haul routes. Truck and trailer will not be permitted.
4) This demo plan sheet should show only the existing features (no proposed features).
However, show the proposed foundation line of the proposed structure if the sewer is not
being cut and capped at the property line (see note 5b below).
5) Show the sewer being cut and capped.
a. If the side sewer (from the property line to the house) is not proposed to be re -used,
show the sewer being cut and capped at the property line.
b. If the existing side sewer is proposed to be re -used, the line must be cut and capped a
minimum of 20' from existing and/or proposed foundation, whichever is closest to
the property line.

6) Show the existing water service line being disconnected at the meter and the installation of a
hose bib with an AVB at the meter.

8) The project is located within the downtown area. Please show and/or describe the haul route.
TESC
1) Show filter fence location on the plans and incorporate and reference City standard detail
ER-900.
2) Show the construction entrance on the plans and incorporate and reference City standard
detail ER-901.
3) Please show and add a note to the plans that filter socks will be added to any catch basins
downstream from the construction site. Incorporate and reference City standard detail ER -
TB 902.
4) Orange protective barrier fencing shall be placed at the drip line of trees to remain and
around areas proposed for low impact development techniques, such as rain gardens,
infiltration systems, etc., to protect the area from compaction.
5) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be
covered within 24 hours.
6) Add note: All disturbed areas to be compost amended per 2014 SWMMWW BMP T.5.13.
7) Add note: Install and maintain all TESC measures according to approved plans, City of
Edmonds standard details, and all other measures that may be required during construction.
