More generally, the site is located in Section 05, Township 27 North, and Range 4 East of the Willamette Meridian in Edmonds, Washington. Please refer to the Vicinity Map attached in the next section. The project contains approximately 1.04 acres, which includes on-site areas covered by an existing house, shed, concrete patios and walkways, and asphalt driveway along with off-site areas within the frontage development area. The preliminary proposal is to subdivide 0.975 acres (after 10’ right-of-way dedication) into three housing lots and a private road tract. The existing house and portions of patio/walkway on proposed Lot 2 will be retained. The current driveway access to 70th Avenue West will be removed. All proposed lots will access 70th Avenue West via a proposed 16’ to 20’ wide paved private road within a 20’ to 24’ wide private road tract. A 20’ wide private road to the first home with “No Parking-Fire Lane” signs is required by the fire marshal and has been shown on the development plans. Full infiltration for new roof areas on Lots 1 and 2 will be provided by infiltration dry well BMP T5.10A. A roof drain refit will be applied to 740 sf of existing roof area (25% of existing hardscape to remain) which will convey runoff to a new drywell. Full infiltration and treatment for new road and driveway areas will be provided by bioretention infiltration BMP T7.30, individually for some areas and within a common bioretention cell for the remainder. Full infiltration of new roof and driveway areas on Lot 3 will be provided by conveying runoff to the common bioretention cell. According to soil tests by Nelson Geotechnical Associates, Inc. on-site soils do not contain adequate cation exchange capacity for water quality treatment; therefore, permeable pavement BMP T5.15 is not recommended because pollution generating surfaces utilizing permeable pavement would bypass water quality treatment. Disturbed vegetated areas will be amended per soil quality BMP T5.13. More than 30% of the on-site area will be set aside in a Native Vegetation Preservation easement, wherein existing trees will be protected, and new trees will be planted to provide full canopy coverage. These areas will be protected in perpetuity and unauthorized clearing or installation of improvements within these areas will not be allowed. According to the vegetation retention plan, activity in these areas will be limited to removal of invasive species and authorized maintenance or replanting of specified vegetation. Refer to Native Vegetation Plan for vegetation protection and planting requirements. The ongoing protection measures for these areas will be recorded on the final plat map according to City of Edmonds code requirements and be carried out according to the stipulations of the Native Vegetation Plan. Muresan – 3 Lot S.P. 3 WESI© PROJECT:18-1751-A Existing Conditions Summary The site is partially developed with an existing house, shed, concrete patios and walkways, and asphalt driveway on the northern and eastern portions of the property. Existing on-site vegetation primarily consists of tree cover with residential lawn around existing on-site improvements. The site generally slopes toward an on-site ravine that flows in a northwesterly direction. Slopes on-site range approximately from 4% to 80%. From the Soil Conservation Service Map of Snohomish County, the site contains Alderwood Urban Land Complex type soils. From soil logs taken by Nelson Geotechnical Associates, Inc., soils appear to consist of gravelly sand and sandy gravel with trace silt. Per NGA memorandum dated October 24, 2019 there are no groundwater or impermeable horizons within 5 feet of the base of proposed infiltration systems. A soil infiltration test by Nelson Geotechnical Associates Inc. indicates a measured infiltration rate of 16.04 to 18.53 inches per hour, which provides a long-term design infiltration rate of 4.86 inches per hour. Also, per NGA memorandum dated October 24, 2019, site soils have a Cation Exchange Capacity (CEC) of 4.8 meq per 100g, less than the 5 meq required for stormwater treatment. Please refer to the soil map and descriptions attached later in this report and refer to a separate report by Nelson Geotechnical Associates Inc. for additional soil information. Weather during the investigation was mostly cloudy with a temperature around 55 degrees. A: Upstream Analysis It appears from the topography of the site that upstream sheet flows may occur from paved driveways, lawn areas, and lightly forested to the north, south, and east. However, during the site visit, no evidence of any significant flows was observed. Any contributions to surface flows from off-site are expected to be minor and no other significant upstream flows appear to enter the property. The current frontage drainage will be retained by the proposed development and the existing paved swale will continue to operate. Runoff originating from 70th Avenue West, to the west of the site, is intercepted by an existing paved swale along the east edge of 70th Avenue West. Runoff within the swale is directed to a catch basin at the low point of the road near the northwest site corner. It does not appear runoff from 70th Avenue West enters the site. B: Downstream Analysis Please refer to the Downstream Analysis Map attached in the next section for a detailed depiction of the downstream drainage course. The site is partially developed with an existing house, shed, concrete patios and walkways, and asphalt driveway on the northern and eastern portions of the property. The site generally slopes southerly (see photos 1 & 2) toward an on-site ravine within the southern and western portions of the site that flows in a northwesterly direction (see photo 3). Runoff within the ravine comes to a depression near the northwest corner of the property, which appears to have been created through fill grading for the installation of 70th Avenue West and the driveway on the adjacent property to the north. The depression is drained by a culvert routing flow to the public drainage system within 70th Avenue West. The outlet culvert was not clearly located during survey due to overgrown vegetation and may have been partially or completely buried. At the time of inspection by Western Engineers the outlet culvert was not clearly visible, but there was little standing water within the depression, indicating there is at least some outlet capacity provided by the existing culvert. It does not appear that the depression was designed to provide flow control for upstream properties. Runoff that enters the depression outlet culvert is conveyed approximately 30 feet west beneath 70th Avenue West (see photo 4). According to City of Edmonds drainage system maps, the drainage system continues approximately 1,000 feet westerly through private properties before entering the public storm drainage system along 158th Street SW. The drainage system continues 300 feet west along 158th Street SW before turning south to continue approximately 400 feet south along 75th Place West. The flow is then conveyed approximately 300 feet west into Puget Sound. As Puget Sound is the nearest receiving water, further downstream analysis is not required. Drainage Complaints There are no known drainage complaints for this site. Muresan – 3 Lot S.P. 11 WESI© PROJECT:18-1751-A Minimum Requirement # 2: SWPPP Narrative Element #1: Mark Clearing Limits Clearing limits have been shown on the Temporary Erosion and Sedimentation Control Plans. Element #2: Establish Construction Entrance A temporary construction entrance has been shown at the location of the proposed driveway that is to access 70th Avenue West. All vehicles shall be free of debris prior to leaving the site. Element # 3: Control Flow Rates Flow rates during construction are to be contained through the installation of silt fencing along the western boundary of the clearing/construction limits. Element # 4: Install Sediment Controls Sediment controls mainly consist of installing silt fencing along the western boundary of the clearing/construction limits. Element # 5: Stabilize Soils All soils disturbed during site grading will be stabilized by use of the most appropriate BMP method available. These consist of short-term and long-term solutions. Short-term methods consist of compaction of the soils by vibratory roller or bulldozer. Long-term methods consist of straw covering over the soils (this is in the case of the project becoming dormant for greater than 1 month). At this time no wintertime grading or construction activities will occur. During construction periods longer than 1 working week (7 days) where the soils are exposed and un- worked will use the proscribed methods in the Storm Water Management Manual for Western Washington to reduce sedimentation transported offsite. If winter grading is conducted, all exposed soils shall be covered within 2 days. Element # 6: Protect Slopes Before final stabilization, cut and fill slopes will be stabilized with the most appropriate temporary BMP, such as matting or mulch. Upon project competition, slopes shall be protected with permanent seeding or sod. Element # 7: Protect Drain Inlets The off-site catch basins and culvert inlets 500 feet downstream of the site will be provided sediment protection with catch basin inserts and triangular silt dams or equivalent, respectively. Element # 8: Stabilize Channels and Outlets Channels and drainage outlets are not needed around the proposed development area on site. No stabilization is necessary. Existing channels or drainage outlets located within 500-feet of the property of the property should be routinely inspected for debris that may dam and/or aid erosion. Muresan – 3 Lot S.P. 12 WESI© PROJECT:18-1751-A Element # 9: Control Pollutants All pollutants from construction vehicles will be contained and disposed of in the approved manner consistent with state environmental policies. Any vehicle maintenance will be performed by authorized mechanics using drip pans and waste containment vessels. All pollutants will be disposed offsite at approved facilities. Element # 10: Control De-Watering De-watering of the site is not expected. If dewatering of the site is needed, all groundwater removed shall be retained and recharged into the ground after de- watering has been finalized. Element # 11: Maintain BMP’s All Temporary Erosion and Sedimentation Control (TESC) devices and equipment will be inspected and maintained on a weekly basis if not sooner, based on storm events contributing to runoff. When construction is complete and the site is stabilized, any existing sediment will be removed and stabilized onsite. Element # 12: Manage the Project A general construction manager will manage the project for or by the owners. The construction manager shall maintain all of the above items in order to minimize sediment transport and turbid water leaving the site. His job will entail continual observation of the grading operations to ensure minimal effects to adjacent properties and offsite waterways. Element # 13: Protect Low Impact Development BMPs Proposed infiltration/bioretention areas and soil amendment areas will be protected from compaction and disturbance when feasible. Minimal Requirement # 3: Water Pollution Source Control All proposed development is to consist of residential construction. No water pollution source control is needed. Minimum Requirement # 4: Preservation of Natural Drainage Systems and Outfalls, and provisions of off-site mitigation No changes to the existing drainage systems and outfalls are proposed with this development. Minimum Requirement #5 On-Site Storm Water Management The project results in more than 5,000 square feet of new/replaced hard surfaces and is considered a Category 2 project. Category 2 projects must evaluate Minimum Requirements 1 through 9 and select on-site stormwater BMPs according to List 2 of the SWMMWW for each proposed hard surface. Full infiltration of runoff from new surfaces is achieved with the use of roof drain drywells and road area bioretention cells. Refer to List 2 below for appropriate BMP selection or infeasibility description: Muresan – 3 Lot S.P. 13 WESI© PROJECT:18-1751-A Lawn and landscaped areas: • Post-Construction Soil Quality and Depth in accordance with BMP T5.13 in Chapter 5 of Volume V. (To be used in disturbed vegetated areas) Roofs feasibility description: 1. Full Dispersion per BMP T5.30 or Downspout Full Infiltration per BMP T5.10A. i. Full Dispersion is infeasible due to the lack of retained native forest vegetation. Full Infiltration is feasible for most roof areas due to an adequate depth of well-draining soil throughout most of the site. Per NGA memorandum dated October 24, 2019 there are no groundwater or impermeable horizons within 5 feet of the base of proposed infiltration systems. Drywell design for Lot 3 roof areas appears infeasible with the current grading design and those areas will be conveyed to a common bioretention cell on the west side of Lot 1. Refer to the runoff calculations section for conceptual dry well sizing for individual roof areas. 2. Bioretention per Volume V, Chapter 7. i. Lot 3 roof areas will be conveyed to a common bioretention cell on the west side of Lot 1. 3. Downspout Dispersion Systems in accordance with BMP T5.10B. i. N/A, Roof drainage handled by previously listed BMP. 4. Perforated Stub-out Connections in accordance with BMP T5.10C. i. N/A, Roof drainage handled by previously listed BMP. 5. Detention pipes in accordance with Edmonds Stormwater Addendum. i. N/A, Roof drainage handled by previously listed BMP. Other Hard Surfaces feasibility description: 1. Full Dispersion per BMP T5.30 i. As noted above, Full Dispersion is infeasible due to the lack of retained native forest vegetation. 2. Permeable Pavement per BMP T5.15, or Bioretention per BMP T7.30. i. Full infiltration through bioretention is feasible for proposed private road and driveway areas. Roads and driveways adjacent to areas not suitable for bioretention should be collected by catch basins and conveyed to the common bioretention cell within the lower portion of the site. Bioretention area on lot 1 is conceptual and final bioretention cell sizing will be evaluated during the building permit phase of the project. Refer to the runoff calculations section for private road bioretention sizing and driveway area bioretention conceptual sizing. 3. Sheet Flow Dispersion in accordance with BMP T5.12 or BMP T5.11. i. N/A, Other drainage handled by previously listed BMP. 4. Detention on pipes in accordance with Edmonds Stormwater Addendum. i. N/A, Other drainage handled by previously listed BMP. Existing Hard Surfaces retrofit description per EDC 18.30.060.D.5.B.i: Per Code section referenced, a minimum of 25% of existing hard surfaces to remain on- site shall be improved with on-site stormwater BMPs. The minimum existing area required to be managed by stormwater BMP retrofit is 740 sf. At least 740 sf. of roof area will be conveyed to a new dry well located west of the existing house. Short Plat BMP Selection and Runoff Modelling Note: Stormwater runoff has been modeled using WWHM assuming that new roof areas, along with 740 sf of existing roof area on Lot 2, can be infiltrated using drywells and common bioretention. Proposed private road areas have been modeled as being conveyed to a bioretention cell within the northwestern portion of the site. Individual driveway areas have been broken up into smaller drainage areas flowing to individual bioretention cells where feasible. Individual bioretention overflows will be tight-lined to the on-site drainage system that discharges toward the public drainage system on 70th Avenue W. Driveway areas located immediately above steep slope areas should not flow directly to bioretention cells located above steep slopes and have instead been modeled to be conveyed to the private road bioretention cell located within the northwest area of the site. If driveway areas designed to drain to the private road bioretention cell are later found to be manageable with individual bioretention cells, then the proposed private road bioretention cell can be considered oversized for the remaining runoff. More than 30% of the property area will be placed in a Native Vegetation Retention easement, where existing and proposed native vegetation and trees will be protected in perpetuity. This area has been modeled as forested within the WWHM developed condition for the determination of the increased runoff rates above the existing condition. Minimum Requirement # 6: Runoff Treatment Due to the site proposing more than 5,000 sf. of new pollution generating hard surfaces, runoff treatment is required. Runoff from pollution generating hard surfaces will be managed by bioretention cell BMP T7.30. Private road areas and portions of Lot 2 driveway will be collected via catch basins and conveyed to a bioretention cell within the northwest portion of the site. Remaining driveway areas on Lot 2 will be managed by individual bioretention cells. Driveway BMPs on Lots 1 and 3 are conceptual and specific BMP layout and sizing is to be determined during the building permit phase of the project for each lot. Minimum Requirement # 7: Flow Control Due to the site proposing less than 10,000 sf of new/replaced effective hard surfaces, less than ¾ acres of forest to lawn conversion, less than 2.5 acres of forest to pasture conversion, and less than 0.10 cfs increase in 100-year runoff rate (1-hour time step), flow control is not required. Note that the existing site has been modeled as entirely forested. Proposed roof drain drywells and pavement area bioretention cells have been designed to utilize full infiltration. Refer to Runoff Calculations in the following section for BMP sizing for full infiltration along with a comparison of pre- developed and proposed runoff rates. Note that BMPs sized for Lots 1 and 3 are conceptual and may change based on future building permit submittals. Muresan – 3 Lot S.P. 15 WESI© PROJECT:18-1751-A The house addition and driveway areas on Lot 2 have been sized for development activities associated with the short plat construction plan and are sized alongside proposed private road BMPs. Roof area and a portion of driveway for a potential future accessory building BMPs on Lot 2 is are conceptual and may change based on future building permit submittals. More than 30% of the on-site area will be set aside in a Native Vegetation Preservation easement, wherein existing trees will be protected, and new trees will be planted to provide full canopy coverage. These areas will be protected in perpetuity and unauthorized clearing or installation of improvements within these areas will not be allowed. Rake to level, and remove surface rocks larger than 1 inch diameter. 10 SECTION FIVE GUIDE TO DEVELOPING A SOIL MANAGEMENT PLAN This section outlines steps for professional specifiers to prepare a Soil Management Plan (SMP) to meet the provisions of BMP T5.13 in the Department of Ecology’s Stormwater Manual for Western Washington. The main steps to creating the SMP are: Step 1: Review Site Landscape Plans and Grading Plans. Examine all areas that will not be covered by structures, impervious surfaces, or stormwater detention / infiltration structures, to assess how grading will impact soil conditions and determine areas where different soil treatments may be applied. Those allowed soil treatment options are: Option 1: Areas where native soil and/or vegetation will be retained in place; Option 2: Areas where topsoil or subsoil will be amended in place; Option 3: Areas where topsoil will be stripped and stockpiled prior to grading for reapplication, and; Option 4: Areas where imported topsoil will be applied. Step 2: Visit Site to Determine Soil Conditions Working with plans, check the soil in each area to identify information outlined in the chart below. Identify compaction of subgrade in each area by digging down to a level that will be 12” below finished grade. Use a shovel or “rod penetrometer” driven solely by the your weight, as described in Section 3, and illustrated in Section 6 “Field Guide to Verifying Soil Quality and Depth.” Areas Assess Conditions Include Information on SMP Native vegetation / undisturbed soil to be preserved Established native plants. Presence of organic matter in fill soil that may make amendment unnecessary, or allow calculation of reduced amendment rate. If planning to use calculated amendment rate, sample and test soil as described in Step 4. What depth of scarification is required to allow compost incorporation and achieve 12 inches uncompacted depth? Will area be amended with compost or topsoil at “pre- approved” rate, or custom calculated rate? Developing a Soil Management Plan – SECTION FIVE 11 Step 3: Select Amendment Options. The most convenient and economic method for achieving the Soil Quality and Depth guidelines depends on: site soil conditions, grading, and resulting subgrade compaction; the practicality of stockpiling topsoil during grading; and site access issues. “Pre-Approved” or custom calculated rates? Use of “Pre-Approved” amendment rates may simplify planning, however custom calculated rates can save substantial effort and expense—easily repaying the expense of testing and calculations. (See testing required for custom rates at right and on next page, and calculation method in Section 7 “Resources”.) Often pasture or woodland soils have adequate organic matter if existing organic layers are preserved. Also, compost products will frequently provide the desired soil organic matter content at lower applications than the Pre- Approved rates (which are based on “average” conditions). Identifying Options on the Site Plan and SMP form Identify the areas where each amendment option will be applied by outlining each area on the site plan with a dark, thick-line pen. Assign each area an identifying number or letter (A, B, C…) on the plan, and on the Soil Management Plan form. Step 4: Identify Compost, Topsoils and Other Organic Materials for Amendment and Mulch. Amendments for Pre-Approved rates must be compost meeting the definition for “Composted Materials” in WAC 173-350, section 220, (available online at www.ecy.wa.gov/programs/swfa/organics/soil.html ) or topsoil manufactured from these composts plus clean sand or sandy loam soil. Products must be identified on the Soil Management Plan form, and recent product test results must be provided showing that they meet the additional requirements in this Guide for organic matter content and carbon to nitrogen ratio (see specification in Section 3). For Custom Calculated amendment rates (see right, next page, and formula in Section 7 “Resources”), organic matter may be provided by: Compost (as defined above), or Other by organic materials with a carbon to nitrogen ratio under 25:1 (35:1 for native plantings), meeting the same contaminant standards as “Composted Materials” in WAC 173-350, section 220. These products must be identified on the Soil Management Plan form, and recent test results provided showing that they meet these requirements. Step 5: Calculate Amendment, Topsoil and Mulch Volumes on SMP form For Pre-Approved amendment rates, figure the square footage of each area and complete the simple calculation to convert inches of amendment into cubic yards. To compute custom calculated amendment rates, use soil and amendment test results and the Model Amendment Rate Calculator Spreadsheet and/or the Equation for Calculating Compost Application Rates (both are in Section 7 “Resources”) to achieve the target Soil Organic Matter content (10% SOM for landscape beds, or 5% SOM for turf areas). Sampling and Testing for Custom Calculated Amendment Rates Soil and amendments submitted for testing should be a composite of samples taken from several spots on a site or in a pile of amendment. Soil: Gather samples from soil that will be the subgrade after all grading operations are completed, before placement of imported topsoil or amendments. Take samples from 10-12 spots in each area. Imagine a line dividing the area in half lengthwise, then divide each half into five near equal sized widths. Take samples near the middle of each subsection. At each sampling spot dig a spades-width hole at least 8 inches deep, then shave a 1 inch slice from the side of the hole to use in the composite sample. Thoroughly mix the 10-12 samples from each turf or planting area together in a clean plastic bucket or bowl. Place 2 cups of the mix into a sealable plastic bag for testing (some tests may require more soil, ask laboratories). Label the bag with the site information, area of sample; plus your name, address and phone number. Amendment: Producers of composts and manufactured topsoils can usually provide test results for their products. Place 2 cups of the mix into a sealable plastic bag for testing (some tests may require more compost, ask laboratories). Label the bag with the product and supplier information; plus your name, address and phone number. The main conditions to be confirmed are: 1. Provision of eight inches of topsoil containing 10% organic matter in planting beds, or 5% in turf areas. 2. Scarification of compacted subsoil four inches below the topsoil layer (for a total uncompacted depth of 12 inches). 3. Placement of two inches of mulch on all planting beds. The following steps may be completed at multiple visits as a project progresses or in one final project approval inspection, depending on local practices: STEP 1: Compare site conditions with approved Soil Management Plan (SMP). The SMP approved with the site permit describes soil treatments approved for each area. Make sure site conditions match these details in the SMP: Site location and permit holder. Turf and planting areas match approved drawings. Areas to remain as undisturbed native soil and vegetation have been fenced off during construction to prevent soil compaction or damage to plants. STEP 2: Inspect delivery tickets for compost, topsoil and mulches. Permitee must provide original delivery tickets for all soil and mulch products. Compare delivery tickets with the SMP to match the following information: Delivery location. Total quantities for each soil product and mulch. Product descriptions and sources. If materials other than those listed in the SMP were delivered, laboratory test results must be provided to confirm that they are equivalent to approved products. STEP 3: Verify depth of amended soil and scarification. Use a shovel to dig at least one test hole per acre for turf and one per acre for planting beds to verify eight inch topsoil depth (below mulch layer), incorporation of amendments, and four inches of uncompacted subsoil. Eight Inch Depth of Amended Soil. The top eight inches of soil should be easy to dig using a garden spade driven solely by your weight. The soil should be darker than the unamended soil below, and particles of added organic Site Inspection Supplies A copy of the approved Soil Management Plan (SMP) for the site, with site drawing. Field Verification Form to record results Test holes should be about one foot deep (after first scraping away any mulch) and about one foot square. Verifying Soil Quality and Depth – SECTION SIX 15 matter are likely to be visible. Clay soil that been saturated and then dried may require jumping on the shovel step to penetrate, but the soil should yield easily when moist. Soil that requires vigorous chipping with the shovel to penetrate probably does not meet the specification. Four Inch Depth of Scarified Subsoil. The next four-inch depth of soil should be loose enough to penetrate with the shovel. It may be rocky, and the loosened depth may vary due to the pattern of scarifying equipment – but some sections of subsoil in a one foot square hole should be loose four inches deep into the subsoil (that is, to a total 12 inch depth from the soil surface). STEP 4: Check soil depth in several spots. Use a simple “rod penetrometer” (illustration below) to confirm that the soil is uncompacted twelve inches deep at ten locations per acre – with a minimum of ten on smaller sites. To locate test spots, imagine a line dividing the site (or each acre) in half lengthwise, then divide each half into five nearly equal sections. Conduct tests near the middle of each section. Additional test locations are encouraged. The rod penetrometer should enter the soil twelve inches deep, driven solely by the inspector’s weight. Irregular scarification or rocks in the lower layer may require probing a few spots at each location to reach the full depth. STEP 5: Check mulch depth. Use a shovel to scrape away and reveal surface mulch thickness. A two inch layer of organic material (mulch) such as composted sawdust, wood chips, or ground bark should be distinguished from the underlying soil on all planting beds. FINAL STEP: Record results on “Field Verification Form” or similar document (see sample form on next page). What should be attached to the Soil Management Plan? Scale drawings showing layout of turf and planting beds, and identifying where soil treatments described in the SMP will be applied. Copies of compost and topsoil test results demonstrating that products contain adequate organic matter, and meet carbon to nitrogen ratio and stability standards. Where custom calculated amendment rates are used, include laboratory analyses of the soil and organic matter sources plus calculations by a qualified professional showing that the organic matter requirement will be achieved. What If A Site Does Not Meet the Soil Management Plan Requirements? If inspection indicates that an installation does not fulfill the approved SMP, the permit holder or their agent should be notified of what steps are needed to comply. When results are unclear or disputed, an independent consultant should conduct sampling for analytical testing of organic matter as described in the project specifications. Qualified consultants include: Certified Soil Scientists, Crop Advisors or Agronomists; or Licensed Landscape Architects, Civil Engineers or Geologists. A rod penetrometer is a 4 foot long, 3/8 inch or 10 mm diameter stainless steel rod with a 90 degree bend 5 inches form the top to make a handle, and a 30 degree bevel cut 1/8 inch or 3 mm into the side of the tip.
