Note: Edmonds Food Bank is abbreviated "EFB" below. Is a Building Permit Required? (Reference 1, Page 1 of 2) Because the answers to the City's three questions below are "No", no building permit is required. 1. No. EFB canopies are installed on the ground or sidewalk, only. They are not on a building or deck. 2. No. EFB canopies are not "non -tent structures". 3. No. EFB canopies are not "non -tent structures". Is a Fire Permit Required for Tents? (Reference 1, Page 1 of 2) Because the answers to the City's two questions below are "Yes", an Fire Operational Permit is required. 1. Yes. Every EFB canopy covers more than 120 square feet. 2. Yes. The collective area of all seven tents is approximately 1700 square feet. Comments about Guidelines (Reference 1, Page 2 of 2) • EFB canopies exceed a combined area of 700 square feet. Six of seven EFB canopies are not 10 feet from adjacent canopies. • The enclosed CAD drawing shows Tents A, B, D, E, and F are closer than ten feet to a building. • By Reference 1's definition, EFB canopies are not considered "structures". • EFB submitted Reference 2 • No open flames or heaters are used under or around EFB canopies. • Extension cords are used to power holiday lights under canopies for food distribution during winter evenings. • Every EFB canopy is either anchored by weights exceeding 40 Ibs, stakes driven deep into the ground, handrails anchored in cement, or a combination of weights, stakes, and handrails. • EFB canopies do not impede access to handicap parking. • The City has unhindered, year-round access to inspect EFB's outdoor canopies Comments about Heaters (Reference 1, Page 2 of 2) No heaters are used under EFB canopies. Comments about Reference 3 EFB canopies were erected to keep rain off of volunteers, not in response to Covid-19. La. The enclosed CAD drawing is "to scale" and as accurate as possible. Lb. Canopies A and E has two of four sides against the building. Lb. Canopies B, D, and F have one of four sides against the building. Lb. Except for canopies placed against the building, overhead, and below (the ground) canopies are open. 1.c. Distances between canopies and the building vary. Please measure from the "to scale" drawing. 1.d. Type and weight of anchorage are shown in the enclosed CAD drawing's tables with "Ballast" in the titles. Building exists are depicted "to scale" in the enclosed CAD drawing.
