Staff is recommending approval with conditions as noted in the staff report. Applicant Testimony: Angie Feser, Director of Parks, Recreation, Cultural Arts, and Human Services, explained that the purpose of the greenhouses is to support the beautification program. The existing greenhouses are failing and need to be replaced. Funding is aligned, and the project is ready to go. The variance is basically replacing the footprint of the existing greenhouses with one that is much more sustainable. She explained that if they were to push the greenhouse any further north (in order to comply with the setbacks), they would no longer have any vehicular access to the lean-to portion of the building where most of the equipment is stored.
