BLD2022-1713+Application_Instructions+12.13.2022_2.02.18_PM+3266923Application Type:Building Project Type: Nonresidential Activity Type: Tenant Improvement - Change of Use Based on your selections, the following information and requirements apply to your application. Submittal Information NOTE: Only upload each document once. Do not duplicate. Each set of documents are required to be separate (Architectural, Civil, Structural Calculations, etc.) A scan of all documents into one file will be rejected. SUBMITTAL REQUIREMENTS: SITE PLAN, scaled 1 "= 20' 1. It is the applicant's responsibility to submit a true and accurate site plan. Distinguish between existing and new improvements. Include the following information: 2. Site address and tenant suite number 3. Property lines, streets and alleys, location of buildings on the site 4. Outline of the building with area of tenant space highlighted and suite number noted 5. Parking lot areas, including number of parking stalls 6. Exterior accessible path of travel including existing and proposed accessible parking stalls, ramps, crosswalks at vehicular drive aisles, pedestrian access from the public street/sidewalk, building entrance, signage, etc. 7. Indicate how Trash and Recycling are handled by the building owner and show trash enclosure and dumpster locations. 8. Location of existing and proposed signs relating to the tenant space ARCHITECTURAL PLANS, scaled %"= 1' 1. Zoning (e.g. CG, BC, BD1, BP) 2. Specify building type of construction. (e.g. Type VA, VB, 11113, etc.) 3. Specify occupancy(ies) within the tenant space, adjacent tenant spaces and common areas. (e.g. B, M, A2, A3, S1, etc.) 4. Note if the building/tenant space is provided with a fire sprinkler system and/or fire alarm system. 1. Note the total square footage of tenant space and number of employees. 2. Occupant load calculations. 3. Provide a brief description of the business that is proposed to occupy the tenant space. 4. Indicate the Compliance Method utilized from the International Existing Building Code. FLOOR PLANS, scaled 1/4" = V Provide the existing floor plan generally showing the previous use of all rooms (landlord , city or building manager assistance may be required). Include on the proposed floor plan: 1. Label the use of all areas, rooms and spaces 2. All building entrances, exits, corridors, hallways, doors (including size and swing), and windows. 3. Wall locations (load bearing and non -load bearing). 4. Locations of all fire rated construction and hourly rating, such as fire walls, fire barrier walls, fire partitions, horizontal assemblies, fire doors, etc. (Include listed and tested fire rated assembly details for any additions or alterations to fire rated assemblies.) 5. Fixed equipment, counters, shelving, racks, and plumbing fixtures. 6. Seating plan 7. Show location of the fire alarm panel, pull stations, fire extinguishers. 8. Storage shelving/racks that exceed 6 feet in height must be seismically anchored. 9. Specify how the space is heated and indicate if ventilation is currently being provided with mechanical units, or with building openings (openable windows and doors). 10. Accessibility: When a building permit or change of occupancy permit is issued, the existing space/building shall be modified to be in compliance with current accessibility codes, with certain exceptions. Provide details on the plans showing compliance. If you have questions regarding accessibility as it relates to your project, please ask to speak with a plans examiner. ADDITIONAL DOCUMENTS: 1. Reflected ceiling plan showing ceiling construction and light fixture information. Provide wattage amounts per fixture. 2. Completed Transportation Impact Analysis Worksheet. (See Handout #E82 on the City of Edmonds Website) 3. Provide copy of Snohomish County Health District or State Department of Health review/approval letter (when applicable to the type of business). 4. Lighting Summary Forms, which are available online: https://waenergycodes.com/compliance_forms.php CHANGE OF USE PERMIT FREQUENTLY ASKED QUESTIONS: WHEN DO I NEED ARCHITECT OR ENGINEER STAMPED PLANS? State Law requires that if the building project exceeds 4,000 square feet in area, or the project impacts life/safety or accessibility issues, plans must be prepared, stamped and signed by a Washington State Licensed Architect or Professional Engineer. It is highly recommended that you hire a design professional to assist you in preparing plans. WHO CAN SIGN FOR THE CHANGE OF USE PERMIT? Only the Owner of the building, State Licensed Contractor, or designated Agent on behalf of the building owner may sign for a building permit. HOW LONG DOES IT TAKE TO OBTAIN A CHANGE OF USE PERMIT? The standard processing time for Change of Use permits at the City of Edmonds is approximately 15 business days. The City is committed to processing all permits in a timely manner but success depends upon the quality of the plans submitted. Be sure you check the plans before you submit to ensure they are complete and include all noted details explained in this handout. HOW IS OCCUPANCY GRANTED? With the issued Change of Use permit you will receive a field job card. Check the card for all required City inspections. Note: most City Departments require a minimum of 24 hours notice for inspection but some do require 48 hours advanced notice. Once all noted Departments have granted final approval, the City Building Official will issue your business a formal Certificate of Occupancy document that is required to be posted on the premises. WHEN WILL MY BUSINESS LICENSE BE ISSUED? City business license is approved once the Change of Use is inspected and occupancy is granted by the Fire and Building Departments. NOTE: The documents listed are the minimum necessary to proceed with the application process; however additional documents may be necessary in order to complete the review. Waiving a Required Document If you believe that a required submittal document does not apply to your project, please upload a simple explanation as to why in place of the required document.in place of the required document. Please note that during project review, a reviewer may require you to submit a document that was originally waived at submittal to evaluate the application for compliance with codes and standards. You will receive an email from us stating the status of your application. There are two possible outcomes for your application: 1. We will accept your application and send you an invoice via email. 2. We will not accept your application, and we will tell you what we need to complete the application screening. You will have 30 days to submit the requested documents through your MyBuildingPermit.com Plan Review Dashboard. Important information about completeness and vesting: 3. Application acceptance for screening is not a determination of completeness. 4. The submittal date is not your vesting date; your application is vested and reviews assigned after we receive payment of all submittal fees. Re -submittals 5. Identify revised/added information by circling, noting, or otherwise consistently marking changes on the plans. 6. Include a response letter addressing each of the comments. 7. Submit your revisions to Permit Processing, not the reviewer, through your MyBuildingPermit.com Dashboard by clicking Submit Additional Files. 8. If your permit has not been issued, submit a full plan set. If the property contains or is adjacent to critical areas (streams and stream buffers, wetlands, floodplains, and geological hazard areas), additional information may be required. WHO CAN SIGN FOR THE BUILDING PERMIT? Only the Owner of the building, State Licensed Contractor, or designated Agent on behalf of the building owner may sign for a building, plumbing, mechanical, sign, etc. permit. HOW LONG DOES IT TAKE TO GET A TENANT IMPROVEMENT REMODELING PERMIT? The City is committed to processing all permits in a timely manner but success depends upon the quality of the plans submitted. WHO CAN PERFORM REMODELING WORK ON A COMMERCIAL BUILDING? Building owners, full time maintenance personnel of building owners and State Licensed Contractors may perform work on a commercial building. A tenant or business owner may not perform permitted construction work on a commercial building. HOW IS OCCUPANCY GRANTED? When all progress inspections have been approved a final inspection by various City Departments is required in order to grant occupancy. With the issued building permit you will receive a field job card; check the card for all project related inspections including which City Departments are required to perform a final inspection. Note, that most City Departments require a minimum of 24 hours notice for inspection but some do require 48 hours advanced notice. WHEN WILL MY BUSINESS LICENSE BE ISSUED?
