Critical areas are ecologically sensitive or hazardous areas that are protected in order to maintain their functions and values. The site consists of a 2.86-acre common area associated with the Eagle's Crest Planned Residential Development, which contains private streets and driveways, utilities, ornamental landscaping typical of single-family residential development, and second -growth forest consisting primarily of douglas fir, hemlock, alder, and western red cedar. Some invasive species noted during my visit include English ivy, English holly, bindweed, and Himalayan blackberry. The associated LiDAR map indicates that a ravine runs along the western portion of the subject site and a steep slope falls to the north. The north -facing slope drops approximately 102-feet over a horizontal distance of 220-feet (46.4% grade). Slopes between 15- and 40-percent are considered potential Erosion Hazard Areas and slopes 40-percent or greater are considered potential landslide hazard areas. Soils on the site are identified as Alderwood Urban Land complex (2-8% slopes) and Alderwood-Everett Gravelly Sand Loams (25-70% slopes). Stilthouse Creek runs along Meadowdale Beach Road at the northeast portion of the site. During my visit, the stream was not flowing above ground; however, the land was noticeably saturated with water. VAMat does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. An erosion control plan will be required for this property. What is an 'Alteration'? According to Section 23.40.005 of the Edmonds Community Development Code (ECDC): "Alteration" means any human -induced action which changes the existing conditions of a critical area or its buffer. Alterations include, but are not limited to: grading, filling; dredging; draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants; paving, construction, application of gravel; modifying for surface water management purposes; or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife or wildlife habitat value of critical areas.
