All are cooperative and what is called for by one shall be as binding as if called for by all. 1.02 DRAWINGS and SPECIFICATIONS A. The Drawings and Specifications referred to describe the construction and character of the different parts of the Work. All descriptions wherever they appear must be accurately followed. B. In case any discrepancy in the figures is discovered, the matter shall be immediately submitted to the Construction Manager for decision, and without this decision said discrepancy shall not be adjusted by the Contractor save at their own risk. In the settlement of any complication arising from said adjustment, the Contractor shall bear all the extra expense involved. 1.03 CONTRACTOR A. The term "Contractor" herein shall in all cases mean the Roofing Contractor, unless otherwise stated. B. The Contractor shall give his personal superintendence and direction to the Work, and shall keep a competent English speaking foreman constantly on the grounds authorized to receive instructions and act on his behalf He shall provide all labor, transportation, materials, apparatus, scaffolding, and equipment necessary for the completion and substantial execution of everything shown, described, or reasonably implied in the Drawings and Specifications. C. The Contractor shall carefully lay out his work and he shall be responsible for any mistakes he may make, and any injury resulting from them. He shall attend to every part of the work personally or through a competent foreman; shall give necessary lines, levels, patterns, and dimensions according to the Drawings and Specifications; shall see that they are preserved and followed correctly, and that all the requirements of the Drawings and Specifications and Contract are followed by subcontractors and employees at all times. 1.04 DEFINITION OF OWNER Wherever the term Owner appears, it shall mean the Edmonds Olympic Vista Condominium Association. 1.05 DEFINITION OF CONSTRUCTION MANAGER Wherever the term Construction Manager appears, it shall mean Roof Engineering Technologies, or his / her authorized representative. OLYMPIC VISTA CONDOMINIUMS REROOF 01000-1 12-15-2022 1.06 PUBLIC ORDINANCES AND REGULATIONS A. It is the intent of these Drawings and Specifications to comply with all local and state ordinances pertaining to this class of construction. Should anything be noted in these specifications to the contrary, the contractor shall not take advantage of same, but shall comply in every particular with the ordinances governing the work in question. He shall consult the Construction Manager on all such variances, and shall provide all labor and materials to complete the work as required by the ordinances and as directed by the Construction Manager and at no additional cost to the Owner. B. The Contractor shall obtain and pay for all necessary permits pertaining to the construction, and comply with all the public regulations relating to building and the preservation of public health and safety. He shall also obtain all certificates of inspection from the City Department issuing them and submit same to the owner. 1.07 EXAMINATION OF PREMISES The Contractor will be held to have examined the site so as to compare the same with the Drawings and Specifications and to have informed himself as to the condition of the premises and the nature of the work previously done by other contractors (except for those elements precluded from inspection due to cover by other parts of the structure). No allowance will subsequently be made in behalf of the Contractor by reason of omission on his part to include the cost of all items of labor or materials whether they are or are not particularly shown or noted, but which are implied or required to attain the completed conditions contemplated by the contract. 1.08 RESPONSIBILITY OF CONTRACTOR The Contractor specifically and distinctly assumes all risk of damage or injury to any persons or property wherever located, resulting from any action or operation under this Contract or in connection with the Work. 1.09 PROTECTION A. The Contractor and his subcontractors shall at all times prior to the acceptance of the Work, protect and care for his or their materials and workmanship and deliver the same to the Owner and a complete piece of work. B. The Contractor shall properly barricade his work at all times and erect proper shelters wherever necessary so as to properly protect the Work / materials from damage. All such barricades shall be so arranged as to insure the safety of the workmen and the passerby, and to fulfill the requirements of all laws and ordinances pertaining thereto. Combustibles shall not be stored in the buildings and trash must be promptly removed as it accumulates. All fire prevention regulations shall be strictly observed. 1.10 SANITARY CONVENIENCES Contractor shall provide and maintain acceptable sanitary facilities for use of workmen on the site. Placement should not obstruct traffic or unit ingress/egress. OLYMPIC VISTA CONDOMINIUMS REROOF 01000-2 12-15-2022 1.11 WATER AND ELECTRICITY The Association will provide water and electricity necessary for construction unless specifically designated otherwise. The Contractor shall make all necessary temporary connections and remove such at completion. 1.12 MATERIALS All materials shall be new and of the best quality of their respective kinds. The storage of materials shall be confined to the limits indicated by the Construction Manager. Should the Contractor at any time introduce any materials that are not of the quality called for in these Specifications, he must immediately remove the same from the premises at his own expense, upon the instruction of the Construction Manager rejecting such materials. Neglect or refusal to do so empowers the Construction Manager to recommend withholding such payment as may be due the Contractor until compliance with the orders. No used materials shall be utilized in the construction without the written permission of the Construction Manager. In all cases where an article is mentioned by the words "Approved Quality," "or Equal," "if approved," "Other approved," or similar terms, the Construction Manager will determine which is the best and most suitable article to use. The terms "as directed" and "selected" shall imply direction or selection in accordance with the instructions of the Construction Manager. 1.13 SUBSTITUTIONS Each bidder may submit, with their bid, a letter under separate cover listing substitutions of their choice which they are willing to guarantee. However, their bid shall be based on the specified items. This letter shall identify the product or products, the manufacturer of each, and shall state the amount to be added to or deducted from the Base Bid in the event the substitution is accepted. This separate proposal will not be used for the purpose of determining the successful bidder. These proposed substitutions do not require the prior approval of the Construction Manager. 1.14 WORKMANSHIP All work shall be performed by skilled mechanics. If, in the opinion of the Construction Manager any workman employed is incompetent, negligent, or unfit for the work assigned to him, a request shall be made to discharge the workman from the Work. All workmanship shall be strictly first class in every respect. 1.15 DEFECTIVE WORK Work not conforming to the Drawings and Specifications, or to best trade practices shall be removed and replaced by the Contractor at his own expense as directed by the Construction Manager. 1.16 MEASUREMENTS All working measurements shall be taken from the buildings as provided by the contractor. OLYMPIC VISTA CONDOMINIUMS REROOF 01000-3 12-15-2022 1.17 VARIATIONS Variations from the Drawings and Specifications may be made by the Construction Manager if desired, and shall in no way vitiate the Contract, except that a reasonable extension shall be made in the time for completion. No variations shall be made without a signed change order from the Edmonds Olympic Vista Condominium Association, and no claims for payment for any variation shall be valid unless made in accordance with such written orders. All claims for extra work, labor or materials under the Contract must be presented to the owner on or before the first day of the month next following the month in which said claimed extra work, labor or material has been performed or furnished. 1.18 FAILURE TO PAY FOR LABOR AND MATERIALS If at any time it shall appear that the Contractor has failed to pay the workmen employed upon the Work, or has failed to pay for the materials used therein, the owner may withhold from the money which may be due the Contractor under this agreement such amount or amounts as may be necessary for the payment of such workmen or materials, and may, acting as the agent of the Contractor, apply the same to such payments and deduct the same from the final invoice of the Contractor. 1.19 ASSIGNMENT OF CONTRACT The Contractor shall not assign this Contract, nor any part thereof, nor any moneys due or to become due thereunder without obtaining the prior written consent of the owner. No assignment of this Contract, nor any part thereof, nor any moneys due or to become due thereunder will be approved unless the instrument of assignment contains a clause to the effect that it is agreed that the funds to be paid the assignee under the assignment are subject to a prior lien for services rendered or materials supplies for the performance of the work called for in the Contract in favor of all persons, firms or corporations rendering such services or supplying such materials. 1.20 INSURANCE Contractor shall, without in any way limiting or qualifying Contractor's liability and obligations under this Contract or applicable law, or in any way modifying the obligation of Contractor to indemnify Owner hereunder, obtain, pay for and maintain insurance for the coverages and amounts of coverage not less than those set forth below, and shall provide to Owner certificates issued by insurance company evidence of such coverage before any Work commences. Any change in coverages or policy reissue shall be given to owner 30 days prior to that change. 1. Workers Compensation: Statutory coverage. 2. Comprehensive General and Auto: $1,000,000 combined single limit of liability for bodily injuries, death and property damage, and personal injury resulting from any one occurrence, Bodily injury $1,000,000, Property damage $1,000,000, and third party coverage of $500,000. 3. A hold harmless agreement naming Edmonds Olympic Vista Condominium Association specifically. OLYMPIC VISTA CONDOMINIUMS REROOF 010004 12-15-2022 1.21 STATE SALES TAX The Contract sum and any agreed variations thereof shall not include any Federal, State or local taxes. State sales tax shall be shown on all payment requests and be paid fully each period. 1.22 PAYMENTS A. Payments will be made to the Contractor as follows: On the first day of each month and at the completion of the work, or as soon thereafter as the necessary approval can be obtained and vouchers issued, an amount equal to 90 percent of the value of the work performed during the previous month or portion thereof, estimated at the contactors office and confirmed by the Owner, will be paid. There will be no retention held on the tax portion of work constructed under this Contract. B. Before applying for final payment and as a condition thereto, the Contractor shall furnish the owner with a statement that all bills for labor, material (lien releases) and applicable Federal, State and local taxes have been paid. Also provide City final signature(s) on permit issued. 1.23 PAYMENT FOR ADDITIONAL WORK Claims for payment on account of extra work involving labor and materials, as authorized in writing by the Edmonds Olympic Vista Condominium Association, will be paid for on the basis of total hours of labor at the agreed upon rate in the contract and actual cost of materials, plus 15 percent overhead and profit to the Contractor. Estimates for change orders of extra work are to be itemized with breakdown showing labor and material. If approved, the payment will be made on the basis of itemized paid bills substantiating all costs in connection with such additional or change work. 1.24 BID PROPOSALS A. Send a bid copy also to Mike Jones, Roof Engineering Technologies for review. C. Show on your bid the plywood replacement sheet price and your labor rate per hour for additional work required during the project. 1.25 CLEANING All debris shall be removed from the site, as it accumulates and when directed. At the completion of the Work, the Contractor shall remove all debris, apparatus, and surplus materials and shall leave the Work in a clean condition and in good working order, to the entire satisfaction of the Construction Manager. 1.26 OCCUPANCY Occupancy by the Owners of any portion of the structure will not constitute an acceptance of the structure or any part thereof in any way. OLYMPIC VISTA CONDOMINIUMS REROOF 01000-5 12-15-2022 1.27 COMPLETION A final inspection for full acceptance will occur after the stated substantial completion date and will represent certified completion according to specifications. 1.28 MAINTENANCE GUARANTEE Apart from ordinary wear and tear and the effects of misuse the Contractor shall maintain his Work in good condition and operation for a period of five (5) years from the date of certified completion and shall furnish the owner a written guarantee that he will replace all materials and workmanship that prove defective during that period. The contractor shall also provide a written manufacturer's certificate for the no cost extended warranty. 1.29 INSPECTION AND TESTING Testing and inspection by Owner does not relieve the Contractor from the responsibility to furnish satisfactory materials and workmanship in accordance with the Drawings and Specifications. The Construction Manager shall submit all inspection and testing reports to the Condominium Owners Association and the Property Manager. Inspectors shall have full authority to see that work complies with the Specifications. If circumstances warrant, the Inspector may stop the work and make immediate report to the Condominium Owners Association for decision. END OF SECTION OLYMPIC VISTA CONDOMINIUMS REROOF 01000-6 12-15-2022 SECTION 07310 ASPHALT COMPOSITION SHINGLES PART1 GENERAL 1.01 SUMMARY A. The intent of this Project is to provide a UL Class "A" fire rated, watertight, wind resistant roof covering assembly with related work for long term performance. Construction must meet all IBC 2018 and city of Edmonds building code requirements. This section is prepared to define criteria for the preparation and installation of an asphalt composition shingle roof system and accessories for pitched roofs as indicated. B. Bids are to include the following: 1. Base bid is for Certainteed "Landmark Pro" (Architect 80), laminated asphalt composition shingles in "Georgetown Gray" color. 2. Matching color ridge shingles for all areas: Certainteed "Shadow Ridge" (12" width). 3. Include in bid replacement of an assumed 15 sheets of 4 ft x 8 ft 1/2" CD-X plywood due to possible dry rot damage. Also provide a price per sheet for any amounts above or below this estimate to adjust for actual material required. 4. Provide your labor rate for additional repair work on a "per hour" unit basis. C. Section includes: Removal of existing materials includes, but is not limited to: a. Roof shingles (one composition shingle layer). b. Pipe jacks and roof vents c. Sheet metal flashings and counter-flashings d. Elevator penthouse copings e. Roof drains 2. Installation of new materials includes, but is not limited to: a. New roofing felt underlayment. b. New asphalt composition shingles. c. Pipe jacks. d. New eave drip and rake flashings. e. New ridge vents. f. New low slope roof membranes g. New low slope roof drains h. New elevator penthouse copings & bird spikes 1.02 SUBMITTALS A. Manufacturer's specifications and installation instructions. B. Contractor's insurance certificate showing the owner as additional insured. C. Contractors Fall Protection Plan. D. At end of project, a minimum five year contractor's warrantee and manufacturer's certificate for the no cost extended warranty. OLYMPIC VISTA CONDOMINIUMS RE -ROOF 2023 Page 1 of 5 PART 2 PRODUCTS 2.01 MANUFACTURER A. BASE BID Shingle system 1. Certainteed "Landmark Pro", shingles. 2. Asphalt composition shingles, self -seal strip of asphalt, meeting or exceeding ASTM D3462 with color matching 12" width hip and ridge shingles for all areas. 3. 50-year manufacturer 4 Star warranty. 4. Provide (3) three bundles of additional shingles for subsequent repairs by owner. 5. The building permit will be a "pass through" cost separate and above the bid amount. B. Underlayment and roof felts: Certainteed "Diamond Deck" or Safeguard 30 hybrid synthetic underlayment having a minimum weight of 30 lb. per 100 square feet or approved equal (regular rag felts are not permitted). C. Wall weather barrier where required on repair of trim or any wall repairs: WR Grace "Vicor Plus" self adhesive or equal. D. Valley and slope underlayment transition areas: Minimum 40 mil thick modified bituminous membrane meeting or exceeding ASTM D-1970. Certainteed "WinterGuard" sand finish, GAF "WeatherWatch", Henry's 600 "Ruftac", or approved equal. E. Low slope 1/4" per ft. framed sloped roofs: Install a nailed fiberglass base sheet, one smooth surfaced APP modified asphalt ply, and one granular surfaced APP modified asphalt cap sheet with gray color matching granules. F. Shingle asphalt mastic: SBS elastomeric mastic, as approved by manufacturer of shingles. Henry's 209, Field's F300M, or approved equal. G. Fasteners (shingles): Roofing nails, galvanized, 1 l to 12 gauge, having a 3/8" head, 1-1/4" length minimum and tip must fully penetrate the 5/8" plywood deck. Power driven is acceptable. H. Existing decking is 1/2" plywood over 24" spaced wood trusses. Any needed dimensional wood replacement for damaged areas or new non -exposed to weather shall be four ply CD-X and for dimensional wood 92 or better Hem -Fir. L Dimensional wood for exposed use (trim boards, etc.) if found rotted: Provide Hem -Fir no. 1 grade. Primer and paint coat all wood exposed with exterior primer and double exterior grade finish flat gloss paint. For vent curbs use Hem -Fir no. 2 btr treated. Step flashing metal: 26-gauge pre -finished G-90 galvanized with factory enamel black coating. Provide "kick -out" flashing metal at bottom of wall step flashing where gutters meet walls. K. Eave drip: 26-gauge 3" x V with hem drip and pre -finished factory enamel coating. L. Vent stack flashings: 2.5 4 lead boots appropriately sized for pipes including lead caps on those over 2" diameter, paint to blend with shingles. M. Attic spot vents: Provide NorWesCo "RVO-38" metal vents in black color as shown on roof plans. OLYMPIC VISTA CONDOMINIUMS RE -ROOF 2023 Page 2 of 5 N. Attic turbine vents: Lomanco turbine vent modet 4BIB-12 galvanized steel, fixed vertical base, soldered to cap metal of curb. Provide shop drawings or factory cut sheets for approval. O. Bath vents: Provide Famco "4" PBK" black metal sleeved vents or equal. P. Dryer vents: Provide Famco "4" PBK" black metal sleeved vents or equal and 4" round aluminum straight ducts with aluminum tape connectors (no screws). Q. Valley metal: 26 gauge pre -finished G-90 galvanized 24" width sheet metal with factory enamel coating with "W" center. Color to be black. R. Rake flashing metal: 26 gauge 3" X 2" pre -finished G-90 galvanized with factory enamel coating. Color to be white on all areas. S. Kick -out flashings and vent flashing metal: 24 gauge hot dipped galvanized sheet metal with factory enamel black coating. T. Sheet metal for curbs and copings: 24 gauge hot dipped galvanized steel sheet complying with ASTM A653, Grade A, G90 zinc coating designation with a zincalume coating, 0.2 mil acrylic primer with 0.8 mil PVF2 exterior finish. U. Fall arrest anchors: Provide Super Anchor "Retrofit 92815" or equal where existing is damaged. V. Bowl drain: 3 inch outlet, 8 inch diameter flange, deck clamp, cast iron bowl type with cast iron strainer: Zurn no -hub side outlet or approved equal. Use for both regular and overflow drains. W. Scupper roof drains: 22 gauge stainless steel sheet complying with ASTM A306 designation with minimum 6" flanges. Collector boxes where new are to be 24 ga. ASTM A653, Grade A, G90 zinc coating designation, 0.2 mil acrylic primer with 0.8 mil PVF2 exterior finish. X. Access hatch: Galvanized steel hatch by Lane -Aire model #RHG-3238 with wood side faces. Inside dimension is 24" x 30". Y. Bird anti -roost spikes: Provide Bird-X model #STS stainless steel spikes (www.bird-x.com) PART 3 EXECUTION 3.01 EXAMINATION A. Site Verification of Conditions Substantiate existing condition variations. In any such case where the Specifications exceed the Manufacturer's requirements, the more stringent requirement shall take precedence. At all times, meet code and Manufacturer's minimum requirements. 2. Notify the owner of discrepancies between field conditions and ability to achieve the intent of this Project. OLYMPIC VISTA CONDOMINIUMS RE -ROOF 2023 Page 3 of 5 Verify that deck is clean and smooth, free of depressions, waves or projections, prior to application of the underlayments. 3.02 INSTALLATION A. General: Do not apply roofing materials during precipitation or when there is a 50% or more probability of rain or when moisture can be seen or felt on the substrate to which the components will be applied. Take adequate precautions to ensure that materials, applied roofing, and building interior are protected from possible moisture damage or dust contamination. Protect all exterior building elements or repair those that are damaged during this work. Insure that all shrubs close to the building are protected as needed during activities. Replace any that are damaged. 2. Provide control barriers and other measures to restrict traffic through work area during period of preparation and installation. Roof foreman shall have a copy of the Specifications on the Project during application at all times, and shall refer to same for proper application methods. The presence of the Consultant / Inspector shall not relieve the Contractor of strict compliance with the Manufacturer's specifications, drawings, and / or approved material requirements. 4. Notify the Consultant at least 24 hours before starting work and also at the first day after a weather delay caused non -work period. Install new shingles in strict accordance with the manufacturer's directions printed on each package. Wrappers and packing materials shall not be included in the roofing. Install shingles in diagonal pattern and starter course as described in manufacturer's installation guide. Continue with subsequent courses to ridge/hips and install special shingles along entire hip line with caulking over any exposed nails. Nightly water intrusion protection shall be utilized. All moisture exposed or contaminated materials installed shall be removed and replaced with new materials at no additional cost to the owner. Use only reinforced plastic tarps for covering exposed structure if felt is not installed. Do not use visqueen for covering the building. B. Remove existing shingles, felt, and debris down to the existing plywood deck and remove debris from site daily, disposing of legally. Do not allow debris to fall onto sidewalks unless barricades limit area being used. Protect all shrubs from damage and leave the site in the same condition as found. C. Install any replacement plywood roof deck where dry rot is found with plywood. Nail new plywood with IOd common nails at 4" O.C. on panel ends and 10" O.C. on all other supports. D. Install synthetic underlayment in a single course, shingle fashion, with nailing per manufacturers requirements but at least 3" on side laps. If inclement weather with wind is expected, nail with additional 1"round cap nails. E. Double first or bottom course of shingles. Lay shingles with 5-5/8" exposure, ends touching, and courses parallel to each other and building lines. Use six (6) nails (minimum 1-1/4" length) per shingle strip as described by the manufacturer for high wind rating. Pneumatic nailing is acceptable. OLYMPIC VISTA CONDOMINIUMS RE -ROOF 2023 Page 4 of 5 F. Install 3" x 2" rake metal at all locations of rakes, nailing 18" O.C. on deck. Extend metal over and down rake board end. Replace any rotted wood where found. Prime and double coat paint to match existing any exposed replaced wood. G. For valleys and intersections of roof rake edges, install ice/water shield full roll wide ply over the deck. Felt and valley metal is to be placed above this. H. Double first course of hip shingles, nails concealed above butt of succeeding course. At eaves install new eave drip metal at all locations, nailing 18" O.C. on deck. At low slope areas install nailed base sheet and two torch -on sheet membrane and provide a one hour fire watch for each application. Extend upslope at shingle juncture at least 24" beneath shingles. Install per notes on roof plans and manufacturers recommendations. Install new fascia side wood curbs as detailed for large flat roofs and wrap one roofing ply fully over nailers and down face to deck level (ice/water ply is acceptable for this wrap). K. Install new wood heat pump curbs as shown on plan RI and R2. Provide base flashing cap sheet that extends 4" beyond the toe of the cant or step flashing as location dictates if impacted by low slope roofing. L. New attic spot type vents must have no visible nails on the exposed pan flashing. Place a target piece of ice/water shield at least 24" x 24" at all penetrations. M. Coping cap & vent curb flashings: • Remove and discard existing copings. Replace as shown on details. • Install new ice/water shield or extension of base sheet over all coping and curb nailer wood in all areas prior to installation of metal. • For all parapet copings screw secure at 24 inches on center at inside face. No screw is to be installed through both sections at lap. Outside leg is to be secured with a new 22 gauge continuous clip anchored at 18" intervals. N. Install new "kick -out" flashings at any gutter ends at walls to divert water into gutter. O. Where repair of existing dryer or bath ducts in attic cavity is necessary, use only aluminum tape connectors (no screws into ducts are allowed on dryers). Remove screens on each dryer vent. Existing dryer vents are to be replaced using the new vents with sleeve connections. Where existing vents are found to have multiple ducts terminating at the vent, an additional vent device is to be installed for each duct with secure connection (as an added cost item). Avoid placing new vents in water ways from upper roofs. P. Framing deficiencies if found must be addressed as an extra cost item. Where needed, new framing is to be side nailed to existing rafters. Attachment of the new rafters is to be done with 16d galvanized nails at 10" spacing staggered along whole length. Hurricane clips where needed are to be secured with (3) #10 x 1-1/2" lag screws at each side of clip. Where significant issues are found contact the engineer for a decision and direction. Q. Install new lead boots on all vent stacks and place lead caps on those which are over 2" diameter. Paint leads to blend with shingle color chosen. Leads must also be used on horizontal condensate drain pipes exiting shingles and have hose clamps and caulking. R. Remove and install new bird roost screens at elevator penthouse copings shown on plans. S. Existing gutters and downspouts are to be maintained as found.
