2. Public Hearings
a. File Nos. PLN20140070 and PLN20140071 - The subject proposal involves the
construction of two new restroom facilities on Port of Edmonds property within the 100
and 300 blocks of Admiral Way within the Commercial Waterfront (CW) zone. The
proposal requires a Shoreline Substantial Development Permit subject to the
applicable requirements of Edmonds Community Development Code (ECDC)
Chapters 20.55 and 23.10. Additionally, design review is required for the proposal
pursuant to ECDC Chapters 20.10 and 20.11. The Port's applications for a Shoreline
Substantial Development Permit and design review have been consolidated pursuant
to ECDC 20.01.002.13. Although design review for projects that do not require SEPA
review would typically be an administrative Type I decision, the consolidated
application is processed under the highest numbered procedure, which is the Type
III-B decision required for the Shoreline Substantial Development Permit.
