W Edmonds, WA 98020 Subject: Hazard Tree Removal Dear Ms. Hopkins and Mr. Weissman, The City of Edmonds has received a request to remove two dead Douglas -fir trees from your property located at 23626 — 97t" PI. W. The two trees are located west of the Hopkins residence, in the rear yard, on or near a slope that exceeds 25 percent grade, which is considered a critical area pursuant to Chapter 23.80 of the Edmonds Community Development Code (ECDC). Generally, the removal of trees, or any vegetation, within a critical area or critical area buffer is not an allowed activity, unless, pursuant to ECDC 23.40.220.C.8, it involves the removal of invasive species or hazard trees. In order to fall under the hazard tree provisions of ECDC 23.40.220.C.8.b, a tree must be determined to be a high risk by a certified arborist. The request to remove did not include a Tree Risk Assessment form completed by an ISA-certified arborist, but the applicant submitted pictures that indicated the trees are obviously dead. Pursuant to ECDC 23.40.220.C.8.b.iv each hazard tree removed within a critical area or critical area buffer must be replaced with new native trees at a 2-1 ratio. It has been indicated that you propose to replace the two dead Douglas -firs with four trees from the species list below: • Bitter cherry, prunus emarginata • Douglas -fir, pseudotsuga menziesii An exemption for the tree cutting is granted with the following conditions: 1. This approval only pertains to the two Douglas -fir trees identified in the attached materials. Four trees must be planted to replace the two hazard trees. The replacement trees must be native and indigenous in accordance with ECDC 23.40.220.C.8.b.iv. The proposed replacement trees listed above are appropriate replacement tree species. Alternative species must be approved by the City of Edmonds. 3. Replacement trees must be planted within one year of removal of the hazard trees. Please find attached on the following pages photographs of the dead trees along with a site plan showing existing structures. We have consulted with a licensed, bonded, and experienced tree removal company for removal. We understand there is a requirement to plant additional trees upon the removal of the dead trees and will be planting at least 4 evergreens on site. We are anxious to get these trees removed to eliminate the risk of them falling and possibly harming humans or damaging property. Thank you for your assistance with this matter.
