Generally, the removal of trees, or any vegetation, within a critical area or critical area buffer is not an allowed activity, unless, pursuant to ECDC 23.40.220.C.8, it involves the removal of invasive species or hazard trees. In order to fall under the hazard tree provisions of ECDC 23.40.220.C.8.b, a tree must be determined to be a high risk by a certified arborist. The request to remove did not include a Tree Risk Assessment form completed by an ISA-certified arborist, but the applicant submitted pictures that indicated the tree is obviously dead. Pursuant to ECDC 23.40.220.C.8.b.iv each hazard tree removed within a critical area or critical area buffer must be replaced with new native trees at a 2-1 ratio. It has been indicated that you propose to replace the dead tree with two trees from the species list below: • dogwood • vine maple • willow • paper birch An exemption for the tree cutting is granted with the following conditions: 1. This approval only pertains to the one damaged tree identified in the attached materials. 2. Two trees must be planted to replace the hazard tree. The replacement trees must be native and indigenous in accordance with ECDC 23.40.220.C.8.b.iv. The proposed replacement trees listed above are appropriate replacement tree species Alternative species must be approved by the City of Edmonds. 3. Replacement trees must be planted within one year of removal of the hazard trees. Please notify the City once the replacement trees have been replanted for an inspection. I believe it's an alder tree, and measures approximately 32" wide at breast height. The tree, which is approximately 15' from the SW corner of my home, is decayed, and has been losing branches for several years now.. Two weeks ago, a huge branch fell onto my roof, and punctured the roof in four different places. Shell Creek runs behind my home, and the wind channels down the streambed in the winter, causing many tree branches to fall. I anticipate that this tree will lose many additional branches this winter, given its very decayed condition. This tree is a hazard not only to my roof, but to my deck, and to the south side of my home. I understand that my lot is in a "protected" area, given its proximity to Shell Creek. I would be fine with leaving the trunk in place, and just having all the decayed branches taken off, if I am not able to have the entire tree removed. I have attached a map of my property, showing the location of the tree, and have also attached eleven photos of the tree, showing 1) its location on the lot; 2) the tree branches which fell on my roof; and 3) the damage done to the roof. I would be happy to submit any other information you need in order to consider my request. They are dogwood, willow, vine maple, and paper birch. .I also thought about magnolia -- there are a few on my street, but I'm not sure they are native to the PNW.
