(STF2021-0027) Dear Ms. Pole, You have contacted the City of Edmonds on behalf the property owners regarding the removal of three trees on property located at 8123-2361" St. SW. All three trees are less than 24 inches in diameter at breast height (DBH) and thus not subject to the emergency ordinance for landmark trees adopted under Ordinance No. 4217. Ordinance No. 4218 adopted new tree code in Chapter 23.10 ECDC which included the documentation required for the removal of hazard and nuisance trees ECDC 23.10.040.F. For nuisance trees, ECDC 23.10.040.F.a provides: Nuisance tree with documentation of the damage and any tree work that has been attempted to rectify the nuisance, and/or a statement from the applicant's qualified tree professional explaining why no arboricultural practices can safely rectify the nuisance. You provided an arborist report on August 5, 2021 with photos of the trees and documentation that the trees have outgrown their confined space, likely leading to damage to the building foundation and drainage system in the future. The trees are simply the wrong species for the space. The trees appear to be a nuisance trees as defined by ECDC 23.10.020.K and may be removed. ECDC 23.10.080 requires all significant trees removed to be replaced at a ratio determined by the DBH of the tree being removed. The arborist report indicated the following sizes for the trees to be removed: 9.5", 15", and 8.5" DBH. Removal of trees between six and 10 inches DBH require one replacement tree. Trees greater than 14 inches DBH require three replacement trees. The size of replacement trees must be 1.5 inch caliper for deciduous species and six feet in height for evergreen species. The removal of the nuisance tree is approved with the following conditions: 1. This approval only pertains only to three nuisance trees identified in the attached arborist report. 2. A minimum of five replacement trees must be planted. Native species are preferred as indicated in ECDC 23.10.080.D.3. Replacement trees may be planted in other locations on the property. 3. Replacement trees must be planted within one year of removal of the hazard trees. Please notify the City once the replacement trees have been replanted for an inspection. 4. Trees shall be fell onto private property. 5. Vehicles and equipment shall be located on private property. Should it be necessary to utilize any portion of the City right-of-way, including the street or sidewalk, to perform any of this work then the contractor shall apply for and obtain a right-of-way construction permit in advance of starting work. A traffic control plan will be required as part of the right-of-way permit application. 6. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. 7. Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk or other public improvements in City right-of-way per City standards that is caused by or occurs during the permitted project. 8. Contractor/owner is responsible for locating all on -site utilities and any utilities on neighboring properties that could be impacted by the tree removal. The tree risk assessment was performed on December 28th, 2020. This report documents 3 Crimson King maple trees (Acer platanoides `Crimson King) growing atop where a drainage line is to be installed at 8123 236th St SW, Edmonds,WA 98026. The 3 trees are in fair condition growing upright between a playground fence and the north side of an apartment building. The trees are located in an inappropriate space for the species, given species characteristics. The tree risk assessment was regarding the present condition, tree integrity, and future expectations of the trees. The trees were assessed with specific focus to the planned drainage line installation. The trees on this report were viewed as not being possible or practical to retain, given the planned project, and have been recommended for removal. Assignment (and The assignment was a visual assessment in regard to health, condition, any limiting factors) structural integrity, threat of pest/disease and potential hazards. This visual assessment was performed solely from ground grade and was completed to provide recommendations for future action. A Plus was requested to assess the trees at Park Edmonds and provide a report regarding recommendations for potential impact to the drainage line installation project, and to distinguish if the trees pose a future risk to the project. Park Edmonds management intends to reduce the risk of future tree damage to the drainage line by acquiring arborist services for mitigation of these trees. Park Edmonds management intends to plant replacement trees according to the City of Edmonds' regulations for tree retentions standards following mitigatory tree care. No limiting factors were encountered during inspection. Given the species characteristics of this species, large structural roots are expected to cause future foundational damage to the building if retained as -is. d. A drainage line is planned on being installed beneath where this tree is located. e. This tree is being recommended for removal in order to proceed with the aforementioned project, as the line will not be able to be installed if the tree is in place. 2) 1 15" DBH Crimson King maple (Acerplatanoides 'Crimson Kingl • A Plus Tree ID# 1035550 • Approximate height: 45 feet a. This tree is in fair condition. b. It is located in an inadequate growing space, expected to outgrow its available space and impact the adjacent building and nearby playground fence. c. Given the species characteristics of this species, large structural roots are expected to cause future foundational damage to the building if retained as -is. d. A drainage line is planned on being installed beneath where this tree is located. e. This tree is being recommended for removal in order to proceed with the aforementioned project, as the line will not be able to be installed if the tree is in place. 3) 1 8.5" DBH Crimson King maple (Acerplatanoides `Crimson Kingl • A Plus Tree ID# 1035551 • Approximate height: 35 feet a. This tree is in fair condition. b. It is located in an inadequate growing space, expected to outgrow its available space and impact the adjacent building and nearby playground fence. c. Given the species characteristics of this species, large structural roots are expected to cause future foundational damage to the building if retained as -is. d. A drainage line is planned on being installed beneath where this tree is located. e. This tree is being recommended for removal in order to proceed with the aforementioned project, as the line will not be able to be installed if the tree is in place. Discussion Crimson King maple trees have a high invasive root -damage potential. These trees often create large mats of roots in limited soil volumes such as the spaces they are growing in at Park Edmonds. They are often found damaging buried utilities and drainage lines. Upon visual inspection of the 3 Crimson King maple trees discussed in this report, they were observed to be growing in inappropriate spaces with a high potential for root damage to the foundation of the apartment building. Furthermore, the drainage line project will be installed directly beneath where the trees are currently growing. If retained, the trees would be expected to damage the drainage line given species characteristics. Given the impracticality of retaining these trees while the new drainage line is installed, and the high likelihood for root damage, the trees presented on this report were viewed as being high risk to the apartment building and drainage line project. Given the inappropriate location which they are growing, they have exhausted their usefulness as landscape trees and have become liabilities; expected to cause foundation and drainage damage if these trees are retained as -is. Park Edmonds apartments management intends to plant replacement trees according to the City of Edmonds' standards, following mitigatory tree care. Recommendations Following the site visit to Park Edmonds , and the assessment of the trees included on this report, the following is recommended: The 3 Crimson King maples should be removed to the ground, and the stumps ground. • Replacement trees should be replanted in site and climate appropriate spaces with adequate access to critical resources, and in accordance to the City of Edmonds' tree code regulations. • Acceptable species would be: Pacific dogwood, Prairifire crabapple ,Ginko biloba. Alternative mitigation options were considered, but removal was deemed the preferred recommendation out of practicality.
