Soils on the property are part of the Alderwood urban land complex series. The property gently slopes to the west at approximately 11 percent according to the City's LiDAR information. There are no critical areas located on the subject property; however, Shellabarger Creek is located across Fir street to the south approximately 60 feet away. The buffer on Shellabarger Creek may be as much as 75 feet at this location. A Wetland and Stream Determination and Functional Assessment Report submitted on 4/15/2020 established an interrupted buffer for PLN2020-0019 1055 - 7th Avenue South/705 Fir Street and Shellabarger Creek. What does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. However, once an alteration in or near critical area is proposed, critical area studies and City review and approval may be required. What is an `Alteration'? According to Section 23.40.005 of the Edmonds Community Development Code (ECDC): "Alteration" means any human -induced action which changes the existing conditions of a critical area or its buffer.
