DETERMINATION OF NONSIGNIFICANCE
Description of proposal: The Phase 1 Storm Replacement Project will abandon failing corrugated metal
pipe, replace 15 inch storm pipes with 24 inch pipes, and replace catch basins within the 88th Avenue West
and Olympic View Drive right-of-way.
Proponent: City of Edmonds
Location of proposal, including street address if any: The project is located within the right-of-way of 88th
Avenue West from approximate 1851h Place SW to Olympic View Drive
Lead agency: City of Edmonds
The lead agency for this proposal has determined that it does not have a probable significant adverse
impact on the environment. An environmental impact statement (EIS) is not required under RCW
43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and
other information on file with the lead agency. This information is available to the public on request.
The City of Edmonds has determined that the requirements for environmental analysis and protection
have been adequately addressed in the development regulations and comprehensive plan adopted under
chapter 36.70A RCW, and in other applicable local, state, or federal laws or rules, as provided by RCW
43.21C.240 and WAC 197-11-158 and/or mitigating measures have been applied that ensure no significant
adverse impacts will be created.

This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no
further comment period on the DNS.
This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14
days from the date below. Comments must be submitted by
