Two red alder trees (Alnus rubra) are located within a wetland/stream and their buffers, a critical area defined by the Edmonds Community Development Code (ECDC) 23.40.005. Generally, the removal of trees or vegetation within a critical area and buffer is not an allowed activity, unless it involves the removal of hazard trees pursuant to ECDC 23.40.220.C.8 if justified by a qualified professional. According to the City's review of the submitted TRAQ forms combined with site inspection findings, Trees #1 and #2 are candidates for removal with "high" risk ratings. Note that the removal request did not include a third tree. The removal of hazard trees from a critical area is granted per ECDC 23.40.220.C.8.b with the following conditions: 1. This review only applies to the alder trees identified in the submitted TRAQ forms as Trees #1 and #2. 2. Tree removal is limited to Trees #1 and #2. Due to the trees' lean and proximity to the house, these trees are not candidates for converting to wildlife habitat snags. 3. All brush and trunk rounds resulting from the tree removals may be taken off site to reduce the potential as a fire hazard during the drier months. The remaining stumps may be ground out. 4. The proposed arborvitae (Thujo occidentalis) tree species is not approved for replacement planting as it does not meet the native tree replacement requirement for tree removal in critical areas per ECDC 23.40.220.C.8.b.iiv. This King County publication lists native tree species or you can consult with your local nursery on native tree species availability. 5. A minimum of four (4) native replacement trees must be planted. Evergreen replacement trees must be at least six feet in height as measured from the top of the root ball and deciduous replacement trees must be at least 2 inches DBH. 6. The replacement trees must be installed within one year of the removal of the alders. Please provide photos of the planted replacement trees to verify installation.
