Subject: STF2020-0010 -Hazard Tree Removal in Critical Area
Dear Mr. Clark:
The City of Edmonds has received a request to remove one big leaf maple from property at 8025-234" St. SW.
The tree is located near the easternmost driveway, adjacent to 234th St SW., and approximately 8 feet from a
slope that exceeds 25 percent grade and qualifies as a geologically hazardous area. Pursuant to ECDC
23.40.220.C.8, the removal of trees or vegetation within a critical area or critical area buffer is not an allowed
activity unless it involves the removal of invasive species or hazard trees.
In order to fall under the hazard tree provisions of ECDC 23.40.220.C.8.b a tree must be determined to be a high
risk by a certified arborist. The request to remove the tree included an ISA Tree Risk Assessment form completed
by certified arborist Bruce Mac Coy who found the tree to have an overall tree risk rating of "High". Pursuant to
ECDC 23.40.220.C.8.b.iv each hazard tree removed within a critical area or critical area buffer must be replaced
with new trees at a ratio of two to one. It has been indicated that you propose to replace the big leaf maple with
black hawthorn trees.
An exemption for tree cutting is granted with the following conditions:
1. This approval only pertains to the big leaf maple identified in the attached materials;
2. Two trees must be planted to replace the subject tree. The replacement trees must be native and
indigenous in accordance with ECDC 23.40.220.C.8.b.iv.
Black hawthorn is an appropriate replacement tree species.
3. Replacement trees must be planted within one year of removal of the hazard trees. Please notify the
City once replacement trees have been replanted for inspection.

Tree Removal Application to the City of Edmonds,
The Breve Condominium building is located at 8025 2341' St SW, west of Highway 99. There is a 46-
foot-tall two trunk Big Leaf Maple located on our property, adjacent to our driveway. The Big Leaf
Maple tree abuts the neighboring property and the tree's roots encroach on the Edmonds 99 Apartments
site. Please refer to the Site Plan and Site Photos attached for more information.
Upon further investigation, GRE Construction has noted the proposed shoring wall will cause damage to
the existing Big Leaf Maple tree's roots. An arborist assessed the tree and deemed it hazardous, please
refer to the Tree Risk Assessment. We propose the removal of the Big Leaf Maple tree as preventative
safety measures due to its root's proximity to construction and the trunk condition. We propose to replant
two trees at a safer distance away from the proposed building. GRE Construction has coordinated with
the Breve Condominium and will work together to safely remove the tree. With the removal of the Big
Leaf Maple tree, GRE Construction will replant two Black Hawthorn trees slightly North of the original
tree's location. Please refer to the Site Plan for the new tree locations.

Engineering has reviewed the subject application and found the information provided is
consistent with Title 18 Edmonds Community Development Code & Engineering standards.
It is requested that the following be included as a condition of project approval.
1) Trees shall be fell onto private property.
2) Vehicles and equipment shall be located on private property. Should it be necessary to
utilize any portion of the City right-of-way, including the street or sidewalk, to
perform any of this work then the contractor shall apply for and obtain a right-of-way
construction permit in advance of starting work. A traffic control plan will be required
as part of the right-of-way permit application.
3) Contractor/owner is responsible for keeping all debris on site and preventing any silt
laden runoff from leaving the site and/or entering the city storm system.
4) Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk
or other public improvements in City right-of-way per City standards that is caused by
or occurs during the permitted project.
5) Contractor/owner is responsible for locating all on -site utilities and any utilities on
neighboring properties that could be impacted by the tree removal. The water and
sewer utility purveyor for this site is Olympic View Water and Sewer District.
6) Relocation/revision/repair to any utilities may require separate permit.
