Based on a review and inspection of the subject site, staff has determined that one or more
critical areas are located on or near the site. Critical areas are ecologically sensitive or
hazardous areas that are protected in order to maintain their functions and values.

Site Description
During review and inspection of the subject site, it was found that the site contains and is
adjacent to critical areas, specifically Erosion Hazard Areas, pursuant to Chapters 23.80 of the
Edmonds Community Development Code (ECDC).
The subject property is located off 7903-240t" St. SW. The soils on the site are identified as
Alderwood Urban land complex (2-8% slopes) according to the Snohomish County soils survey.
The site has been regraded in preparation for a short plat and now contains a gradual slope
from west to east. A portion of the slope is retained with eco blocks and no longer meets the
definition of potential landslide hazard area. Portions of the remaining slope meet the
definition of erosion hazard areas.
What does this mean?
The critical area regulations are only triggered when an alteration is proposed to a critical area
or its buffer. Any development on this site will require an erosion control plan; however, there
is no further requirements of sites with only erosion hazards. If you have a project in concept
and are uncertain whether Critical Area regulations will apply, please contact the Planning staff
for assistance.
What is an 'Alteration'?
According to Section 23.40.005 of the Edmonds Community Development Code (ECDC):
"Alteration" means any human -induced action which
changes the existing conditions of a critical area or its
buffer. Alterations include, but are not limited to:
grading, filling; dredging; draining; channelizing;
cutting, pruning, limbing ortopping, clearing, relocating
or removing vegetation; applying herbicides or
pesticides or any hazardous or toxic substance;
discharging pollutants; paving, construction,
application of gravel; modifying for surface water
management purposes; or any other human activity
that changes the existing landforms, vegetation,
hydrology, wildlife or wildlife habitat value of critical
areas.

Reviewer,
This project is the construction of a new single-family house on the newly created
lot at the above address. This site is a 4-lot short plat and this letter addresses the
second lot. The site has a rolling slope with no evidence of any water or wetlands
on the lot. The new SFR works with the slope of the lot with drainage and sewer
utilities on the downhill side. Access to the lot is on the uphill side with most of the
utilities.
