Sorry for the delay in getting back to you! These applications were still open, but I will go ahead and withdraw them per
your request. Please note that these applications were submitted prior to MBP, so we will need to bill for the non-
refundable portion of the application fees. We will provide the maximum allowed refund of the application fees (80%),
so with that reduction, the total due for each permit application will be $106. 1 will send out an invoice in the next few
weeks.

Thank you for the feedback Jeanie. I am aiming to have the franchise back to you early next year.
Regarding SnoPUD, thanks for the heads up. It did not appear like we were on a timeline that was going to allow a
solution for the AMI this year, so we notified SnoPUD that they could start their process of cancelling out our Pole
Attachment applications. I would guess that their notice to you was tied to the process.

Good morning Patrick,
I met with my managers this morning and the current path related to approval of AMI installations remains the same.
The franchise agreement between the City and PSE is to be approved before the City will issue right-of-way permits for
the installation of AMI facilities. Approval of the franchise agreement requires Council approval which is also seen as a
critical step in the approval of AMI installations within Edmonds jurisdiction. At this point, we would not be able to
present a franchise agreement to City Council before the end of the year, but we welcome receipt of PSE comments on
the agreement as soon as possible so we can keep this project moving forward in the new year.
I also wanted to make you aware that we received an email from PUD on 12/1/2022 asking the City to cancel 9 permits
that PUD had submitted to Edmonds related to PSE AMI installation. I wanted to confirm with you that these permits are
in fact to be canceled. Given PUD is the applicant on those permits it would make sense for us to withdraw them based
on their request, but considering our recent discussions it seemed reasonable to confirm with you first.

I have not heard a specific date for the expiration. I generally understand it to be the end of the year. If there is the
possibility to discuss AMI within the context of the franchise in the coming month, then they may keep it open. If
Edmonds is not open to this AMI specific path forward then the timeline won't matter so much as the franchise as a
whole will take longer than SnoPUD is willing to wait. Hopefully that at least partially answers your question.

Thanks for reaching out again, I too am now short staffed at the moment so some things are dropping down in my
queue. I will reach out to legal and the City Engineer to get their thoughts on this. Do you have a hard date for expiration
of the PUD applications?
Also, coordination meetings are desired, but we won't be able to make anything happen before the end of the year. Our
ROW team is swamped at the moment. Hopefully we can get something put together early next year!

Hi Jeanie,
Thanks for the voicemail. Since I missed you again, I figured I'd send the franchise questions vie email (bulleted below).
You mentioned you were wondering recently where we were at with the franchise. I am hoping to have some edits over
to Angela in the coming weeks. We had some turn over this summer on various teams and I having been working
through the ramifications of that, but hoping to jump back into conversations with the city soon.
Would Edmonds be open to working the AMI language to completion (Sections 9 and 10) prior to the
entirety of the franchise? Our pole attachment applications to Sno PUD are likely to be canceled in the
coming months due to inactivity. That would be a cost approaching $200,000 lost on this project. The
franchise being complete in that timeframe is unlikely, so I am seeking some middle ground to get our
AMI work back on track since we seemed to be close to a solution last year. Thoughts on finding that
middle ground would be helpful in our planning.
Specific to items in the franchise, Section 12.10 speaks to an annual utility coordination meeting. Who is
the point person for that? We would be happy to engage in a coordination meeting and don't need to
wait on the franchise to start that level of coordination.
