According to the Soil Survey of Snohomish County, soils on the subject site consist of "Everett gravelly sand loam, 15-25% slopes" along the southern portion of property and "Alderwood Urban land complex 2-8% slopes" along the northern portion of the property. The site shows some erosion hazard areas on city LiDAR maps, however the onsite slopes appeared to be less than a 10 foot change in elevation. There is a rockery along the eastern property boundary but the wall appeared to be less than 10 feet as well. Although the site does not contain any steep slopes or erosion hazards there is a steep slope located on the property southeast of the subject site. Since the steep slope is within 50 feet of the subject property, development on this property may be subject to the geotechnical report requirements of ECDC 23.80. If the development activity is greater than 50 feet of the steep slopes than a Geotech report would not be required. A stream is mapped within approximately 60 feet of the subject site and thus buffers from the potential stream could impact the subject site. Pursuant to ECDC 23.90.040.D. the stream buffer could be as much as 75 feet from the OHWM, and thus any development activity with 75 feet of the stream would require a critical area report by a qualified critical area consultant. What does this mean? The critical area regulations are only triggered when an alteration is proposed to a critical area or its buffer. However, once an alteration in or near critical area is proposed, critical area studies and City review and approval may be required. What is an `Alteration'? According to Section 23.40.005 of the Edmonds Community Development Code (ECDC): "Alteration" means any human -induced action which changes the existing conditions of a critical area or its buffer. Alterations include, but are not limited to: grading, filling; dredging; draining; channelizing; cutting, pruning, limbing or topping, clearing, relocating or removing vegetation; applying herbicides or pesticides or any hazardous or toxic substance; discharging pollutants; paving, construction, application of gravel; modifying for surface water management purposes; or any other human activity that changes the existing landforms, vegetation, hydrology, wildlife or wildlife habitat value of critical areas.
