Landscape plan modification - remove and then replace hazard tree
The applicant proposed removing a hazardous western redcedar on the northern boundary of
the property at 7301 210th St. SW. The applicant proposed replacing this tree with a vine maple.
ECDC 20.11.010 requires design review for most properties in commercial or multi -family
zones. This subjects the proposal to Edmonds Community Development Code (ECDC) Chapter
20.13. The subject application does not trigger SEPA review; therefore, the proposal may be
approved as a Type I staff decision.
I. CRITICAL AREAS
The site is fully developed and contains no critical areas.
II. FINDINGS AND CONCLUSIONS
1. The site is zoned Multi -Family Residential (RM-1.5)
2. The applicant is proposing to remove a hazardous western redcedar and
replacing it with a vine maple on the northern property line (Attachment 1).
3. The submitted arborist report shows the location of removal and replacement,
as well as conditions and sizes of proposed removal (Attachment 3).
4. Removal of trees triggers the need for replacement landscaping. Type III
landscaping is appropriate for this property line per ECDC 20.13.030. The
submitted landscape plan (Attachment 3) meets the intent of Type III
landscaping along the north property line.
5. The proposed replacement trees (Acer circinatum vine maple) are native to the
Pacific Northwest per ECDC 20.13.020(H) (Attachment 2).

DECISION
Based on findings, conclusions, and attachments to this report, staff finds that the
design review for file number PLN2023-0018 is APPROVED with the following
conditions:
1. This approval is valid only for the hazardous western redcedar depicted in the
arborist report. Removal of any other trees requires a separate permit.
2. Replacement tree size shall be consistent with ECDC 20.13.015(B) - eight feet
minimum height at planting for vine maples and other multi -stemmed trees.
3. Replacement trees shall be planted as to be no more than 30' on center from the
nearest trees east or west of this planting.
4. Trees shall be felled on private property.
5. Vehicles and equipment shall be located on private property. Should it be
necessary to utilize any portion of the City right-of-way, including the street or
sidewalk, to perform any of this work then the contractor shall apply for and
obtain a right-of-way construction permit in advance of starting work. A traffic
control plan will be required as part of the right-of-way permit application.
6. Contractor/owner is responsible for keeping all debris on site and preventing any
silt laden runoff from leaving the site and/or entering the city storm system.
7. Contractor/owner shall repair/replace any damaged sections of curb/gutter,
sidewalk, or other public improvements in City right-of-way per City standards
that is caused by or occurs during the permitted project.
8. Contractor/owner is responsible for locating all on -site utilities and any utilities
on neighboring properties that could be impacted by the tree removal. The
water utility purveyor for this site is Olympic View Water and Sewer District and
for sewer the purveyor is the City of Edmonds. Relocation/revision/repair to any
utilities may require separate permit.

This Tree Removal Permit submittal package details the proposed removal of a 21" DSH Western
Red Cedar on our client's property.
The Western Red Cedar has cubical brown rot throughout the trunk and fungal fruiting bodies
that were observed on November 18t", 2022. As the tree in question is in decline and there is no
reasonable expectation of recovery, I believe only one replacement tree is necessary to
maintain the standards for Type II Landscaping as outlined in EDC 20.13.030. We are
recommending a Vine Maple for replacement as it is a native species with noninvasive roots.

• Removal - Complete removal of tree as close to ground level as is reasonable and safe, using safety practices as outlined in ANSI
Z133.1 safety standard.
• NO PARKING SIGNS REQUIRED - In order to service this tree, it is imperative that no parking signs be set out and enforced so that
this work can be performed safely and smoothly.
• PHC-Organic Thrive Treatment for New Tree Plantings (MycoPak + Essential + BioChar) - A combination treatment to
enhance rooting, survival, and healthy growth for your newly transplanted tree. The treatment contains 11 species of Mycorrizal fungi,
20 natural L-amino acids, humates, and biochar. The treatment works in conjunction to increase plant quality and water/nutrient uptake,
promote extensive root system and soil structure, stimulate root growth, improve soil conditions, introduce valuable soil microbes, and
provide food to colonize soils with beneficial fungi. The treatment is 100% organic and safe for both the applicator and the environment.

Arborist Report
Background Information:
This report is concerning one (1) Western Red Cedar (Thuja plicata), tree
number 54 on Park 210 Tree Inventory, located at 7309 210th St. SW in
Edmonds, WA. A Plus Tree, LLC was called out to do an inspection and to offer
an arborist's opinion concerning the health and structural integrity of the tree,
and assess for the likelihood of failure. The inspection was performed on
November 18th, 2022.
Assignment:
Assignment to visually inspect the following for health condition, structural
integrity, and to assess for hazard and provide future recommendations. Visual
inspection was from ground grade only.
Testing and Analysis:
No soil, tree tissue or other physical testings were conducted.

See notes in tree items above. Refer to photos below.
Discussion and Recommendation:
The tree is in very poor health. Cubical brown rot was observed throughout the trun
k and fungal fruiting bodies were present. The canopy is sparse and browning, parti
cularly in the top 1/3 of the tree. In my
professional opinion, the tree is not expected to recover and will continue to decline
if not removed
My recommendation is to remove the tree and replace with another native species,
in keeping with Type II Landscape requirements detailed in EDC 20.13.030. A Vine
Maple is being
recommended as the replanting location is near the parking lot, and Vine Maples ar
e known to have root systems with low potential for damage.

Disclaimer:
Arborists are tree specialists who use their education, knowledge, training and
experience to examine trees, recommend measures to enhance the beauty and
health of trees, and attempt to reduce the risk of living near trees. Clients may

failure of a tree. Trees are living organisms that may fail in ways we do not fully

medicine, cannot be guaranteed.
Treatments, pruning and removal of trees may involve considerations beyond the
scope of the arborist's services such as property boundaries, property ownership,
sight lines, disputes between neighbors, landlord -tenant matters, etc. Arborists
cannot take such issues into account unless complete and accurate information is
given to the arborist. The person hiring the arborist accepts full responsibility for
authorizing the recommended treatment or remedial measures.
Trees can be managed, but they cannot be controlled. To live near a tree is to
accept some degree of risk. The only way to eliminate all risks is to eliminate all
trees.
This consultant does not verify the safely or health of any tree for any period of
time. Construction activities are hazardous to trees and cause many short and long-
term injuries, which can cause trees to die or topple.
I hereby declare that the above observations, discussion and recommendation are
true to the best of my knowledge, belief and professional opinion. In addition, A
Plus Tree is held harmless of any of these opinions from future tree failures.
