Thank you for the opportunity to provide comments on the State Environmental Policy Act
(SEPA) determination of nonsignificance (DNS) for the 611 on Main Apartments project. Based
on review of the checklist associated with this project, the Department of Ecology (Ecology) has
the following comments:
One active cleanup site is located within 750 feet of the proposed project: the Edmonds Public
Safety Building cleanup site (cleanup site ID 9238; facility site ID 44622633; non -halogenated
petroleum organics in soil) at 250 5th Ave N, Edmonds. Any existing environmental
contamination encountered during construction should be reported to Ecology within 90 days
through Ecology's Environmental Report Tracking System (ERTS). Releases should be reported
via Ecology's web form, by phone (206-584-0000) or by email (nwroerts@ecy.wa.gov). For

This project proposal includes limited onsite excavation. The Snohomish County property
database indicates that the property contains one residence built in 1915. Homes constructed
prior to the mid-1960s were commonly fueled by heating oil from underground storage tanks
(USTs). If USTs are encountered during construction of the project, they must be
decommissioned in accordance with local fire department regulations. In addition, if soil or
groundwater contamination is encountered during UST decommissioning, the contamination
must be characterized and cleaned up in accordance with Ecology regulations (WAC 173-340). If
a release is encountered, it may be reported via Ecology's web form
